Judges in statement: Astrit Kalaja should be declared a martyr for the homeland!

260 judges from all over Albania gathered today in Tirana , where in a joint statement they demanded the declaration of " Martyr of the Homeland " for the Appeals Judge, Astrit Kalaja , who was killed three days ago in the courtroom.

In the statement read publicly, the judges described this act as a serious blow to the rule of law and called for urgent measures to guarantee the physical safety of judges and working conditions in the courts.

They proposed the creation of a National Forum for Judicial Security, a new security platform, interventions in laws, and the construction of new court buildings across the country.

The judges emphasized that they will no longer remain silent in the face of threats and that they are seeking not privileges, but respect and protection to fulfill their constitutional duty.

They asked the Supreme Court, the Parliament and the Government to take concrete actions to strengthen the justice system.

In honor of Astrit Kalaja, the judges requested that the meeting room near the Supreme Court of Kosovo bear his name and that his figure be officially recognized as "Martyr of the Homeland".

Declaration: 

On this difficult day for Albanian justice, the judges of the Republic, united in one voice, express deep pain, human shock and institutional indignation for the tragic event that took the life of our colleague, Judge Astrit Kalaja.

This is not just the loss of a man of justice — it is a blow to the entire system, a blow to the rule of law, and an attack on the independence of the judiciary. The murder of a judge in the courtroom is the ultimate violation of the security and dignity of justice.

In this moment of pain and reflection, we declare with determination: Justice will not be denied.

No act of violence, threat or hate campaign will stop the Albanian judge from fulfilling his constitutional duty. The independence of the judiciary is not a privilege, but a guarantee for every citizen who seeks protection through the law.

The serious incident is the result of a poisonous climate of insults and threats against judges, fueled by hate speech and irresponsible interventions that have undermined public trust. This climate must end.

We, the judges of the Republic, will no longer allow silence to be interpreted as weakness. We will react with dignity and responsibility. We do not ask for privileges — we ask for security, respect, and conditions for the honest exercise of our duties.

Kjo ngjarje është një thirrje për veprim institucional. Sistemi gjyqësor po përballet me mungesë sigurie, godina të amortizuara, ngarkesë të papërballueshme pune dhe mungesë mbështetjeje. Drejtësia ka nevojë për forcim, për kushte të sigurta dhe për institucione që veprojnë, jo që heshtin.

Këshilli i Lartë Gjyqësor duhet të reagojë me forcë, përgjegjësi dhe guxim institucional. Kjo nuk është thirrje për konflikt, por për përgjegjësi.

Po kështu, pushteti ekzekutiv dhe legjislativ duhet të marrin përgjegjësinë për gjendjen ku ndodhet sot drejtësia. Shteti nuk mund të kërkojë drejtësi të pavarur, nëse nuk garanton kushtet minimale për ushtrimin e saj. Siguria në gjykata është kusht për ekzistencën e shtetit të së drejtës. Në këtë frymë reflektimi dhe uniteti Mbledhja e Gjyqtareve të RSH shpreh vullentin e qartë mbi këto angazhime:

Siguria gjyqësore

– Krijimi i një Grupi Ndërinstitucional me përfaqësim nga KLGJ, KLP, MD, MB, Polica e Shtetit dhe agjencitë e tjera ligjzbatuese për organizimin e një Forumi Kombëtar për Sigurinë Gjyqësore.

– Hartimi i një Platforme Kombëtare për Sigurinë e Gjyqtarëve dhe Gjykatave.

– Vendosja e një force të posaçme sigurie në gjykata dhe ndërtimi i protokolleve të reagimit ndaj incidenteve.

-Hartimi dhe zbatimi i një Platforme Kombëtare për Sigurinë Gjyqësore.

-Miratimi dhe zbatimi i menjëhershëm i masave konkrete për garantimin e sigurisë fizike në gjykatë dhe kushteve të ushtrimit të funksionit gjyqësor.

Ndërhyrje të menjëhershme në ligjet ose aktet nënligjore që rregullojnë sistemin gjyqësor për të garantuar siguri fizike, jetësore, shëndetësore dhe pasurore për gjyqtarët dhe stafin e gjykatave.

-Miratimin e një strategjie kombëtare për ndërtimin e godinave të gjykatave në të gjithë territorin e RSH.

-Inspektim kombëtar i gjykatave për siguri, akses dhe kushte pune. Standardizim i procedurave të sigurisë dhe trajnime për menaxhimin e krizave. Pajisja e të gjitha gjykatave me skaner dhe dedektor për garantimin e sigurisë në gjykata.

2. Përfaqësimi institucional dhe organizimi i brendshëm
– Krijimi i dy grupeve të përhershme pune pranë Këshilit të Lartë Gjyqësor për ideimin e nismës për ndryshime të akteve ligjore dhe nënligjore në lidhje me statusin e magjistratëve dhe për organizimin e sistemit gjyqësor.

– Ndërgjegjësimi publik dhe bashkëpunimi me median

– Promovim i një komunikimi profesional që shmang gjuhën denigruese. Refuzim i gjuhës së urrejtjes, fyerjeve dhe kërcënimeve si normalitet në diskursin publik dhe politik ndaj gjyqtarëve.

– Përgjegjësi dhe veprim institucional

– Nxitje për KLGJ që të ushtrojë me forcë mandatin kushtetues.

– Kërkesë që Kuvendi dhe Qeveria të marrin masa konkrete për përmirësimin e kushteve të punës në gjykata.

– Angazhime morale e profesionale të gjyqtarëve

– Përkushtim për gjykim në kohë, vendime të arsyetuara dhe qëndrueshmëri në jurisprudencë.

– Pranim i përgjegjësisë për forcimin e brendshëm të sistemit si themel i autoritetit moral të drejtësisë.

3. In memory of the judge who fell in the line of duty, Astrit Kalaja

-Recognition of the status of "Martyr of the Homeland" to Judge Astrit Kalaja.

-The Judges' Meeting Hall near the High Court of Justice building will be named after the late judge Astrit Kalaja.

The October 6th event should not remain a painful memory, but a moment of national awakening for Albanian justice.

We do not ask for pity — we ask for action.
Because an unprotected judge is an unprotected justice, and an unprotected justice is a citizen without hope.

We solemnly commit ourselves to continuing to judge with impartiality, honesty, and courage, despite the shock.

Albanian justice does not surrender — it rises again.

It will continue to act courageously to protect the freedom, rights and dignity of every Albanian citizen.
