Journalist Anila Hoxha, in a direct connection with the show "Breaking" with Fiori Dardha on Top News, spoke about the changes that will take place in the New Penal Code.
According to the journalist, no young person under the age of 21 will be sentenced to life imprisonment, and the government also plans to open an institute similar to that of the "School of Vagabonds" for the re-education of minors.
" For five years, the friendly code for minors has been applied in our country, in order to correct it, educate the child in other ways, so that he does not directly encounter authorities such as the court or the police. But despite these efforts, it has been seen that there is an explosion of crime committed by minors, although in the code of criminal justice for minors it is foreseen that, apart from the institute of Kavaja, institutions that have not yet been opened should have been opened, and one of them is the one that is considered the return of the "School of Vagabonds". It is an institute that is expected to open in the suburbs of Tirana. The land where it will be opened has also been found ," said Hoxha.
The journalist explained that crimes by minors have quadrupled during 2023
" From the investigated data, it can be seen that only for 2023 there is a figure of 2006 minors, it is considered a 4-fold increase in the involvement of minors in crime. When we talk about crime, we don't just talk about theft, but also about drug distribution, serious mass injuries, and misdemeanors such as impaired driving. Despite looking at the approach to correct the child to give him an educational measure, so that he is close to the family and the school, these instruments should have been set up that are not yet functional and depend on the Ministry of Justice. In the new code, this age group is exempted from life imprisonment. What is seen again as an innovation for minors is related to the introduction of an article on the involvement of minors in drug distribution. It has been triggered by the high number of minors who have engaged in the distribution of narcotics and the proponents have requested that a new article be inserted to find perpetrators involving minors, because they escape from justice. "Criminal files have shown that minors become drug users and then use them as drug distributors, a well-known phenomenon in Tirana ," said Anila Hoxha.
