The European Union delegation reacted to the initiative proposed last week by Prime Minister Edi Rama for a new cycle of deep reforms which will have to focus on good governance, strengthening the rule of law and the fight against corruption.
In a statement distributed on Monday afternoon, the Delegation states that "it welcomes any initiative to further the processes of the achievements of Albania's reforms for good governance, the rule of law and anti-corruption, relying on previous reforms and achievements, such as and in accordance with the constitutional principle of checks and balances".
The European Union, together with the USA, 8 years ago, were the supporters and sponsors of the Justice Reform.
In the reaction of the EU Delegation, it is noticeable the emphasis on the fact that "the main principle should be the irreversibility of the 2016 justice reform", although in the text of the resolution proposed to the parliament for approval, it is mentioned exactly "the guarantee of irreversibility" of this reform.
Socialists envisage the establishment of a special parliamentary commission, similar to the one for the reform of Justice. And Prime Minister Edi Rama called on the opposition to join this initiative despite deep differences. The opposition has so far not viewed the proposal of the socialists positively. The head of the official Democratic Party, Lulzim Basha, has considered it an "empty rhetoric", accusing the Prime Minister of being the main person responsible for the spread of corruption in the country. Even the chairman of the democratic parliamentary group, Gazmend Bardhi, who now represents the group led by former Prime Minister Sali Berisha, said that "any reform or initiative that creates the opportunity to advance the European integration of the country, will have our contribution". But according to him, "with Edi Rama as prime minister and his corrupt government, this process only becomes more difficult, hindered and prolonged".
For the EU Delegation "it is vital that the proposed parliamentary process is evidence-based, transparent, enjoys strong cross-party support and relies on comprehensive and meaningful consultation with all institutions and stakeholders, including and civil society".
Socialists are of the opinion that these reforms would accelerate the country's journey towards membership in the European Union, while they have also referred to the findings of the analytical review carried out within the process of talks with the EU. However, in its response, the Delegation strongly acknowledges this moment, when it states that "we emphasize that it is important to guarantee that this initiative will be developed in full coherence with the findings of the reports of the analytical review of the legislation (screening process) and with the commitments that Albania has taken as part of the EU membership process, as guides for the rule of law and public administration".
For its part, the American embassy, in its reaction a day after the proposal of the socialists was made public, spoke of a "promising proposal", while underlining that "as a partner in support of Albania for a long time, the United States welcomes the efforts that are based on the success of previous reforms, while bringing together political groups, civil society, business and others to advance the critical reforms that are necessary for Albania's path to membership in the EU and the Euro-Atlantic community".
While the EU Delegation has taken care to remember that "within the process of Albania's accession to the EU, the EU is also providing great assistance to Albania in the areas of good governance, rule of law and anti-corruption, as well as ready to increase its support, as the case may be"./VOA
