German Chancellor Olaf Scholz has called for radical reforms to prepare the EU for the admission of new states. In a keynote speech on the EU, he called for deep reforms.

At the almost 700-year-old University of Prague, Chancellor Olaf Scholz spoke about the very foundations of the European Union and the necessity of an EU reorganization. As a result of the Russian aggression in Ukraine, the EU must become significantly stronger and more economically independent, the German chancellor said. A united Europe is a vision for the Russian president, Vladimir Putin.

"We are not sitting idly by and just watching how women, men and children are being killed, and how free countries are being erased from the map or disappearing behind walls and iron curtains," Scholz emphasized. "That's why we support the attacked Ukraine: economically, financially, politically, with humanitarian means but also militarily". This support will continue "as long as it is necessary

Enlargement of the EU

The chancellor spoke about a Europe consisting of 27, 30 or 36 European countries. "I am committed to the expansion of the European Union, where the states of the Western Balkans, Ukraine, Moldova and in the future Georgia would also be accepted!" For this, the European Union needs new rules. "European rules can be changed," the chancellor said. "If we come to the conclusion that the treaties need to be changed so that Europe can move forward, then we have to do that."

Scholz spoke in favor of the decision for the gradual introduction of majority decision-making in EU foreign policy, but also in other areas such as tax policy. "Respecting the principle of unanimity only works as long as there is little pressure to act. This is no longer the case, at the latest at the turning point," the chancellor emphasized.

"European Headquarters"

With the notion of "European sovereignty", the head of the German government promoted the renunciation of economic and technological dependencies as well as a more autonomous energy supply. As a result of the war in Ukraine, Scholz also advocated a common EU defense policy. For example, common weapons systems would have to be developed on which all member countries' soldiers can be trained and which can be better maintained.

Specifically, Scholz spoke in favor of a joint air defense system, which would be "cheaper and more efficient" than independent national systems. At the same time, it would constitute "greater security for the whole of Europe".

In the medium term, "a real EU headquarters" is needed, while from 2025 a joint rapid reaction force is also needed. Scholz confirmed that Germany wants to provide the "core" of these units with around 5,000 soldiers initially.
