"Partizani" file/ Topi testifies in the GJKKO: The Proliferation Plan

The country's former President, Bamir Topi , is giving his testimony at the GJKKO, as part of the judicial process for the "Partizani" file.

During his testimony, Topi stated that the Armed Forces Deployment Plan was part of a reform process of the Albanian army in the context of preparations for NATO membership.

According to the former President, this process was of a political and technical nature, led by the Ministry of Defense and the General Staff of the Armed Forces, while the documentation went to the President only in the final phase for the legal closure of the procedures.

"From the moment a military structure left the Deployment Plan, it was no longer directly subordinate to the President," Topi declared.

Speaking about communications with the former Chief of the General Staff, General Vladimir Qiriazi, Topi said that he had requested verification of the matter from the relevant structures and that he had been informed that it was not related to the President's competencies, as it was under the jurisdiction of government institutions.

Regarding the privatization of the "Partizani" complex, the former head of state stated that he had no role in this process, emphasizing that the issue was outside the jurisdiction of the Presidency.

"I heard about the privatization procedure like everyone else. It was outside the jurisdiction of the Presidency," Topi said.

He was also asked about the 2009 decree dismissing General Vladimir Qiriazi, but said he did not remember the details of the concrete proposals and that, according to him, they came from the General Staff.
