Democratic MP Enkeljd Alibeaj seems to have taken seriously the emergence of independent candidates in the May 14 local elections, even though we still do not have a decision of the Court of Appeal on the fate of the Democratic Party.

Today, he has sent an instruction starting the work on the restructuring of the branches to fill the vacancies in the branch posts, since most of them have moved to the side of Berisha's group.

More specifically, Alibeaj seeks to fill the vacancies in the vice-president and the Secretariat of the branches; Group section chairman and secretary; Coordinator for the organization of FRPD; Coordinator for the organization of LDG; Chairman and secretary of the Section.

In each district, it is proposed to establish a District Coordinating Council that is responsible for following the restructuring process.

The instruction of the leadership of the Democratic Party, for all DP branches to start the process of restructuring the structures with the aim of completing and revitalizing these structures.

In support of articles 30 et seq. and article 45 of the Statute of the Democratic Party, as well as in accordance with the decision of December 18, 2021 of the National Assembly "On the approval of the organizational program of the Democratic Party", the Presidency of the Party at the meeting of November 4 2022, with the aim of completing and revitalizing the governing bodies of the PDSH Branches; and the promotion of members ready to take responsibility for the upcoming electoral and political challenges of the PDSH,

INSTRUCTS:

1. Starting the process of restructuring the governing bodies at the local level in all Party Branches, concluding the process of filling the vacancies at the section, group section and/or branch head level by December 15, 2022, according to this calendar:

Nënkryetar dhe Sekretariati – brenda datës 20 Nëntor 2022;
Kryetar dhe sekretar Grupseksioni – brenda datës 1 Dhjetor 2022;
Koordinator për organizimin e FRPD – brenda datës 1 Dhjetor 2022;
Koordinator për organizimin e LDG – brenda datës 1 Dhjetor 2022;
Kryetar dhe sekretar Seksioni – brenda datës 15 Dhjetor 2022.

2. Dega e Partisë do të kryejë organizimin territorial të strukturave në nivel Seksioni, Grupseksioni dhe Dege, pas vlerësimit të situatës, performancës dhe vakancave të krijuara, sipas rregullave të përcaktuara në këtë udhëzim. Dega e Partisë merr masa që procesi i ristrukturimit të jetë gjithëpërfshirës.

3. Dega e Partisë për çdo qendër votimi (QV) mëmë duhet të ketë minimalisht një seksion, ku plotësohet secila me kryetarin dhe sekretarin përgjegjës për QV. Në territorin përkatës të një QV mëmë mund të ketë sipas rastit, më shumë se një seksion i cili mbulon një territor gjeografik të mirëpërcaktuar dhe/ose një komunitet, sipas ndarjes në QV e zgjedhjeve të fundit.

4. Dega e Partisë përcakton ndarjen dhe numrin e nevojshëm të grupseksioneve, ku plotësohet secila me kryetarin dhe sekretarin përgjegjës për Grupseksion. Një Grupseksion mbulon si rregull një territor që nuk ka më shumë se 10 QV mëmë dhe jo më shumë se 5000 votues faktik sipas pjesëmarrjes në zgjedhjet e fundit. Ky numër mund të jetë i ndryshëm në rastet kur respektohet ndarja sipas njësive administrative, traditës, kulturës, homogjenitetit të territorit, si dhe shtrirjes gjeografike. Territori i Grupseksionit duhet të jetë gjeografikisht i pandërprerë dhe të bëjë pjesë në vetëm 1 ZAZ. Si rregull, ndarja e territorit në Grupseksione në zonat urbane, për aq sa është e mundur, duhet të përkojë me konceptin e “ish lagjeve”, ndërkohë në zonat rurale, për aq sa është e mundur, duhet të përkojë me konceptin e “njësisë administrative”.

5. Koordinator për organizimin e FRPD apo Koordinatore për organizimin e LDG, mund të jetë sipas rastit Kryetari në detyrë i FRPD apo Kryetarja e LDG, ose një person tjetër i caktuar nga Dega e Partisë.

6. Në çdo Qark ngrihet Këshilli Koordinues i Qarkut që është përgjegjës për ndjekjen e procesit të ristrukturimit. Këshilli Koordinues i Qarkut ka në përbërje: deputetë, drejtues të strukturave lokale të partisë, Anëtarët e Kryesisë qëndrore dhe të Këshillit Kombëtar, si dhe individë me reputacion dhe kontribut në degët përkatëse.

7. Këshilli Koordinues i Qarkut mblidhet menjëherë dhe koordinon krijimin e Grupeve të Punës në çdo degë. Gjatë procesit të organizimit, Grupi i Punës në secilën Degë merr masa organizative dhe fton të bëhen pjesë e këtij procesi duke marrë përsipër përgjegjësi, potencialet më të mira dhe më të afta njerëzore të PD-së në territorin përkatës.

8. Dega e Partisë në mbledhjen e parë merr këto masa për organizimin e procesit:

a) Merr vendim për territorin që do të mbulojë çdo Seksion/Grupseksion sipas kritereve të përcaktuara në këtë udhëzim, duke respektuar përfshirje sa më të madhe të burimeve njerëzore në procesin e organizimit si dhe shmangien e konfliktit të interesit. Në çdo rast, vendimi për territorin që do të mbulojë çdo Seksion/Grupseksion bazohet tek parimi i kontrollit sa më efikas të territorit dhe të efiçencës së punës.
b) Përcakton kalendarin e proceseve në nivel Seksioni, Grupseksioni dhe/ose Dege. Kalendari i procesit të organizimit mbanë në konsideratë afatet e përcaktuara në pikën 1.

9. Section/Group Section Chairmen are residents of the territory covered by the relevant Section/Group Section. They must be people with political experience, active in the political action of the DPSH for at least the last two years, with very good knowledge of the territory or with a high reputation in the community where they live. The documentation of completing the structure in Sections/Groups is kept in 2 copies. A copy of the election documentation is filed with the DP Branch, a copy is submitted to the Head of the District Coordinating Council.

10. The General Secretary, the Organizational Secretariat, and the PD Branches are charged with following and implementing this Instruction.
