The Prime Minister of Kosovo, Albin Kurti, said that the agreement reached in Ohrid, North Macedonia is "de facto recognition" but added that the President of Serbia, Aleksandar Vucic, is running away from signing the agreement.
Kurti said that it is up to the European Union to find the mechanism to make this international agreement legally binding.
"The basic agreement is de facto mutual recognition. So this is de facto recognition between Kosovo and Serbia", said Kurti.
After the round of talks, Kurti said that the public agreement has been reached for the implementation annex of the European proposal for the normalization of relations between Kosovo and Serbia.
"We came to Ohrid to sign the basic agreement, with an annex. The other side, the same as in the last meeting [the meeting in Brussels on February 27] is running away from signing the agreement", said Kurti.
Asked about the statement of the EU's top boss, Josep Borrell, that today's agreement foresees the quick start of the process of creating a self-management mechanism for the Serbian community in Kosovo, Prime Minister Kurti did not deny such a thing, but said that this will be done based on the highest standards.
"It is not self-governance, it is self-management", said Prime Minister Kurti when he answered the question whether the Association of municipalities with a Serbian majority will be formed.
"There is a paragraph that talks about an adequate level of self-management of the non-Serb majority community and of course we will be guided by the highest standards so that the Serbs in Kosovo do not have any encroachment, any discrimination", he added.
Kurti said that this agreement reached in Ohrid, "is the best possible in these circumstances for Kosovo, for Kosovo's relations with Serbia. He said that the annex will be published by the European Union.
"I think it's a solid platform to move forward, so it's acceptable for us," said Kurti.
Yesterday, the Prime Minister of Kosovo, Albin Kurti, and the President of Serbia, Aleksandar Vucic, met in Ohrid, North Macedonia, as part of the dialogue process for the normalization of relations, and after more than 10 hours of talks, they reached an agreement on the implementation of European proposal.
