A statement by the American ambassador in Belgrade, Christopher Hill, that the recognition of Kosovo will not be a condition for Serbia's membership in the EU has caused reactions not only in Pristina, but also in Brussels.

The American diplomat said in an interview for the weekly Serbian magazine NIN that Belgrade is not being asked to recognize Kosovo, but only to normalize relations.

"I think they have said very clearly that there are EU member states that do not recognize Kosovo, so the important issue is to try to achieve normalization where those borders will not be borders that divide, but borders that unite, borders that really unite them", said the US ambassador to Serbia, Christopher Hill.

But in a reaction to Radio Free Europe, European Union spokesman Peter Stano said that Serbia cannot become a member of the Union without normalizing its relations with Kosovo.

"The Ohrid Agreement currently makes this very clear: If there is no progress on normalization, there will be no progress on membership negotiations," the EU spokesman said.

The Government of Kosovo has constantly insisted that the dialogue process should be based on mutual recognition.

The European Union has used the term "full normalization" without explaining whether this also means recognition.

Asked about this, Stano repeated that "the bloc's position on this issue remains unchanged" without giving more details.
