The Saranda Municipal Council has dealt a major blow to the head of the Albanian Development Fund. The Mayor of Saranda, businessman Oltion Çaçi, and the head of the Council, bailiff Asaf Stroka, have insisted that the Government Villa be formally transferred to the ADF, despite the fact that the decision had been made long ago.

The Council approved today that the building and the huge surface area of ??the Government Villa be transformed into a luxury restaurant and hotel, giving the entire territory to the oligarchs of the area.

But how did this farce happen?! In February 2025, VoxNews reported that Tan Agolli of the ADF was turning the territory of the government villa in Saranda into a private property for his "clients". He even opened a huge tender of 4 million euros. The winner of the procedure should have been announced in March, although it has not been published so far.

And what does the Municipal Council do? It decides to give the territory to the ADF! How did Tan Agolli know that Çaçi and Stroka would vote in his favor? The tender was opened in February, in March the winner was announced and only now, at the end of May, the territory will be given to the ADF!

A huge farce, where to cover up the abuses and any possible investigation, Agolli and Çaçi used the Saranda Municipal Council.

Why wasn't the decision made before the tender announcement? Why now "after the pilaf"? It seems that, already in their fourth mandate, the leaders of central and local government have declared themselves godless and can decide to forsake state properties and give them to private individuals.

But did he read to the councilors and the executive chairman what the draft decision was? I believe not, since they voted with their eyes closed. Of course they had information about the alienation of the building and the territory, but the "order" seems to have come from very high up. So high up that even the opposition councilors voted in favor of the alienation.

The decision that went to the Council itself states that "a hotel, restaurant and swimming pool will be built." But who will get them?! Who did Agolli, Çaçi or even the bailiff Stroka himself promise this resort to?!

What will happen to the government villa in Saranda? According to documents available to VoxNews, it turns out that on an area of ??3 hectares of state property, the "builder" Agolli will build a restaurant and luxury hotel with state money. A courageous initiative, as with this action he alienates a still untouched plot of land in the coastal city, which is only being concreted every day.

In February, the tender was opened with the object of "investments for the transformation of public assets with development potential into models of the highest development standard". This is for lot 3, "tourist development pole in Saranda - phase 1".

It is a "turnkey" contract, while the limit fund is a full 379,176,241 lekë excluding VAT. "In this area there is a villa that was in use during the communist period. The government villa located on the 'Sixth Hill' in Saranda represents one of the most important constructions of the socialist period in Albania. Located in one of the most strategic and panoramic points of the city, this villa constitutes a living testimony to the architecture and aesthetics that characterized the constructions of that period", these documents state.

Agolli has clear ideas, as he intends to turn that area into a private area, by building a very luxurious hotel and restaurant. On level two, it is written that it will become a government facility, restaurant and hotel.

"There will be functionality of the government building. Integrated restaurant on site. Hotel as a residence for artists and visitors to the area. On level 2 of the project, the focus is placed on the development of various cultural, social, and accommodation functions, which create an integrated ecosystem of services and activities. This level is conceived to be a dynamic center that supports creativity, culture, and social interaction, combining carefully thought-out indoor and outdoor spaces," the documents state.

According to her, the government villa will maintain its historical identity, while being transformed to fulfill contemporary functions.

"A restaurant located in a naturalized environment, which offers culinary experiences linked to tradition and local products. This space will be a special attraction for visitors and a meeting point for artists, students and the community. An accommodation structure with the concept of an apart-hotel will be built in this area, which will function as a residence for artists, digital nomads, students and tourists. Its spaces will be available throughout the year and will include special areas for outdoor activities and services, enabling relaxation and creative inspiration in a unique environment," writes Fondi.
