After the January decision of the Constitutional Court, which considered as disproportionate the restrictions imposed by the government in the law on medical students, the Ministry of Education has proposed new deadlines, according to which students of this branch will be forced to work in the public health system in place.
The Ministry of Education proposes to reduce compulsory work in local institutions from five to three years, for students starting their first year of medical studies in the academic year 2024-2025.
For students from the second to the fourth year, it is proposed to reduce the obligation to work in the country from three to two years, while for the students in the fifth and sixth years, the obligation to work in the country is proposed to one year, from two years that was in the law partially overturned by the Constitutional Court in January.
The law caused protests by medical students, who opposed it until the Constitutional Court. According to the Court, the provisions opposed by the students limit the rights to education and employment, but this restriction has come due to the public interest, to guarantee health care.
This institution has described as disproportionate the deadline set by the Government, for the 'holding hostage' of the diploma, with the requirement of mandatory work for five years in the local health institutions.
"The five-year deadline is tougher than the need to fulfill the legitimate objective. Starting from the premise that the five-year term is not proportional, and taking into consideration the experience of other countries, where this term does not exceed half the duration of the studies, it was judged that the other three-year and two-year terms, defined in the same article", states the decision of the Constitutional Court.
