Candidates for the new head of the Energy Regulatory Entity have been submitted to the Assembly since mid-April. The entity, which is responsible for granting licenses and has the final say in terms of electricity prices for citizens and businesses, has been headed by Erjola Sadushi, as the acting president, for months.

The reason is that the term of office of the paper chairman of this Entity, Petri Ahmet, has ended. He was elected for the first time at the head of the Entity in 2013. The law on electricity, according to the amendments of 2015, limits to two mandates for the chairman of the board of ERE. Ahmeti was elected with 74 votes in 2013 at the head of the Entity's board for a 5-year term. 11 years later, even though the change in the law on the energy sector in 2015 limits this post to two terms, Petrit Ahmeti is again a candidate.

He is among the names proposed in one of the last meetings of the committee of productive activities in the Assembly by the selection team, which consists of persons authorized by the Assembly and SPAK. If he is elected once again at the head of this board, Petrit Ahmeti will have the fourth mandate at the head of ERE and the third since the change of the law in 2015. In addition, Ahmeti is also at retirement age.

The name of the head of ERE, Petrit Ahmeti, is mentioned in the Arbitration file in the testimony of the former director of CEZ in Albania, Josef Hejsek, given on October 26, 2014. In his testimony, Hejsek claims that he was a former - the ambassador of Albania in Prague, who has recommended Kastriot Ismailaj as a collector of CEZ's external debts. Then, together with Ismailaj, Hejsek declares that he wrote in the office of the prime minister of that time, Sali Berisha, where the former chairman of the Energy Regulatory Body, Bujar Nepravishta, and the current chairman of ERE, Petrit Ahmeti, were also present. at that time official advisor to the ERE Board.

Further, mentioning the role of Ismailaj, the former director of CEZ in Albania says that he presented himself as a specialist in debt collection and familiar with Albanian politics and business. "Together with Mr. Ismailaj, I also met Mr. Nepravishta, the chairman of ERE and the legal advisor at that time, whose name was Petrit Ahmeti", says Hejsek, thus including the current chairman of ERE in this matter.

In relation to this testimony, Petrit Ahmeti was questioned in 2015, while after the transfer of the file to SPAK, he was questioned again in the fall of 2022.

Evidence in the Arbitration File

The media have published documents related to the trial led to Arbitration for CEZ and the firm "DIA" (Debt International Advisory). According to the Arbitration documents, in April 2010, Petrit Ahmeti and Kastriot Ismailaj created the company "ASSET", where they are co-shareholders according to a document of the National Business Center. The documents and depositions in the arbitration, by two people, EM and SH, show that it was Ahmeti who also prepared the documents for Prague, so that DIA could receive the uncollected debts on account of CEZ.

"Kastriot Ismailaj, in March-April 2011, told me that - 'I have arranged everything in Prague and I believe that in the fall we will start the contract for the collection of CEZ's debts'. – He showed me a presentation document for DIA, which he had presented in Prague. This document had on the first page the Austrian company "Passut & Partners" as the author of the study. When I asked Ismailaj about the name of the Austrian company, he told me that the name is Austrian, but the presentation was made by two people who were SH citizens and Petrit Ahmeti, as people who know the energy system in Albania well. I know that after this presentation, the service contract was signed on September 1, 2010", says EM in his deposition on the CEZ-DIA affair.
