The essence of this effort, where portals, television studios, analysts and journalists rumored to be close to Arben Ahmetaj have been invested, is the attack on the concession of the Tirana incinerator and lobbying to renegotiate it, or to break the contract and probably return to the former Sharra when the mountains of garbage were thrown away and burnt.

Superficial efforts cite as an argument that the state can intervene and change the contract the difference in the storage price per ton in Fier and Tirana. The difference is 17 euros per ton.

Referring to this difference, the effort of analysts and journalists near Ahmetaj has begun to present it as irrefutable proof that the government and other responsible institutions renegotiate the contract and demand a reduction in the fee.

But, in these analyzes and evaluations, a truth that cannot be hidden is overlooked, whether unintentionally. First, there are the completely different terrains where the landfill and incinerator of Fier and that of Tirana were built, and secondly, the amount of waste and the workforce engaged for their differentiation.

The cost for the construction of the landfill of the Fier incinerator, due to the plain terrain and the relatively far distance of settlements and water sources, is many times lower for the investor.

In the case of Tirana, the landfill and the construction of the incinerator is more complex, as it pertains to the hilly terrain, as for the amount of waste it must handle, as well as due to the close distance of settlements and water sources in the area.

Edhe sa i takon debatit për mungesën e incenerimit publikut po i ofrohen gjysmë të vërteta. Në asnjë analizë nuk përmendet fakti që kompania është brenda afateve për të ndërtuar këtë incenerator dhe as kostoja që ka investuar po kjo kompani për zgjerimin e landfillit, kapsulimin e mbetjeve dhe asgjësimin e tyre më pas në një fazë të mëvonshme.

Pra, bëhet fjalë për një proces të ndërlikuar që angazhon nga punonjës të thjeshtë, deri te inxhinierë të të gjitha fushave, por që publikut i shërbehet shabllon përmes diskutimeve të tarifës së depozitimit, duke lënë mënjanë kostot që dhe detyrimet kontraktuale mjedisore që ka kompania.

E thënë më thjesht, t’i kërkosh sot kompanisë që të ulë më tej tarifën e depozitimit, kur sipas propozimit të IFC-së në kohën kur bashkinë e drejtonte Lulzim Basha kjo tarifë duhet të ishte 37 euro për ton, është njësoj si t’i thuash që të mos arkëtojë asnjë fitim në këmbim të ofrimit të një shërbimi që shteti vetë është i paaftë ta ofrojë.

Atëherë, ç’kuptim ka që u nënshkrua kontrata? Pse nuk vijoi vetë shteti ta kryente këtë shërbim? Përgjigjet për këto pyetje të gjithë i kanë në kokë, por për t’i freskuar mjaftojnë imazhet e Sharrës në tym e flakë para se menaxhimi i mbetjeve t’i besohej privatit.
