The speculation that the Municipality of Tirana is the initiator of the investigation of the procedures for the construction of the Tirana incinerator is an attempt to create confusion in the investigation against them.

The BIRN report quoting the letter from the Municipality of Tirana to the Ministry of Finance has thrown out of contention the real history of the exchange of letters of the municipality.

"The truth is that the Municipality of Tirana, at the time it was led by Lulzim Basha, asked IFC for a consultant on integrated waste management in Tirana's landfill. In 2015, when Veliaj entered the Municipality of Tirana, he found that he had not paid the last installment for IFC.

After paying it as a contractual obligation of the Municipality, it asked the Ministry of Finance if it will apply the IFC study for landfill management.

So, the context of these requests has nothing to do with the incinerator project, but with what IFC was proposing from the consultancy proposed by Basha.

The history of the proposal of this existing project starts in 2016-2017 from the Ministry of Environment, after the "unsolicited" proposal from the companies of Zoto and Mërtiri.

So they are two different stories that are procedurally unrelated.

BIRN has superimposed the IFC's procedure on that of the Ministry of Environment two years later adding to the speculation about it. Everything is quite clear. The municipality of Tirana has requested, also based on the study that IFC has done, to expand the cells of the Sharra landfill to cope with the increase in waste processing. The request of the municipality of Tirana, addressed to the Minister of Environment Lefter Koka in 2015, does not speak about incineration, but about the growth of new cells in the Sharra landfill.

Everything started in 2016, as an unsolicited offer is out of this context, and has nothing to do with the plan of the municipality of Tirana. It is the Ministry of the Environment, as can be seen in the letter of the minister of the time, that makes it known that the unsolicited offer of waste plants, which also provides for incineration, is considered "in the public interest". And that then brought the construction of plants in Elbasan, Fier and Tirana.
