Within a short time, the Centralized Purchasing Operator has canceled two large procedures to outfit "firmato" guards and police officers. A few days ago, the VoxNews editorial office published the document on the cancellation of the tender to outfit guards. It didn't take long and the same body, OBP, also canceled the large tender of 27 million euros to outfit police officers.

It seems that our editorial team's warnings were based on documents and calculations, which showed a huge inflated cost. To outfit a guard it would cost a full 3,900 euros, while to outfit a police officer it would cost 2,400 euros. In fact, the cancellation notices state that the solvency has also changed, which means that the value will decrease.

But the cancellation has also revealed a scheme that employees of the General Directorate of Prisons and the Ministry of Interior have been carrying out for years.

The "masters" of these institutions draw up technical specifications and require uniforms, while in the past there have been criminal proceedings, arrests, both in prisons and in the police, for such tenders. It seems like a genuine scheme to favor certain firms, which despite investigations and arrests, continue to win procedures with zero sums.

The above document is the notification of the Centralized Purchasing Operator, addressed to the Public Procurement Agency. This operator announces that it has canceled the tender with the object of “purchase and distribution of uniforms and shoes for the State Police”, divided into 2 lots. The first lot was the purchase and distribution of uniforms, ranks, emblems and insignia for the State Police and the second the purchase and distribution of shoes. In total, both lots had a value of 2,724,218,857 lek excluding VAT, or over 27 million euros.

The reasons for the cancellation, writes the Centralized Purchasing Operator, are "due to unforeseen and objective circumstances, the needs or solvency of the contracting authority or entity have changed". Sentences that are in the law on the Public Procurement Agency, while what is read between the lines is that "there is no money". Or such a justification to cover the huge inflated costs for such a tender. It seems to be a withdrawal of the Operator itself, who did not want to bear the burden of the Directorate of Prisons or even the Ministry of Interior.

It is learned that additional information has been sent to the APP and the OBP, citing that "the procurement procedure is canceled at the request of the beneficiary contracting authority, the General Directorate of the State Police, according to letter no. 4606 prot, dated 04.06.2025 with the subject 'request for cancellation of the procurement procedure'".

A few days ago, VoxNews published the announcement of the Centralized Purchasing Operator that it had canceled the tender "purchase of uniforms for the Prison Police" divided into 2 lots. 12 million euros would be used for uniforms and 2 million euros for shoes.

“The reasons for the cancellation were 'due to unforeseeable and objective circumstances, the needs or solvency of the contracting authority or entity have changed'” the letter stated. Meanwhile, even in that case, there was a letter from the Prisons Directorate requesting the cancellation.
