At the time when Albanians were tightening their family budgets and losing their jobs due to the closure of the Covid pandemic, where traffic was blocked and restricted for months both for pedestrians and for vehicles, millions of euros were poured into the pockets of Shefqet Kastrati from the state budget. as payment for missing traffic on the National Road.

The data of the General Directorate of the Treasury show that in 2020, the year of the pandemic, Kastrati benefited as direct payments from the Ministry of Infrastructure and Energy, headed by Belinda Balluku, more than 6 million euros.

The money was given in two installments. In the first one, recorded on February 28, without the start of isolation yet, 367 million lek, or about 3.1 million euros, were spent. The invoice was executed, that is, the money was deposited from the budget to Kastrati's accounts on March 2.

The second invoice worth about 372 million lek, or 3.2 million euros, was ordered on July 10 and was paid three days later, on July 15.

In total, the figure is 6.3 million euros, or 739 million lek. In the description of the invoices, it is stated that the payments are subsidies based on a decision of the Government of 2016, when the concession contract for the National Road and the placement of the beam on it and the provisions of this contract were approved.

What stands out are two elements. The first, the diversion of Albanian taxpayers' money into the pockets of Shefqet Kastrati at a time when the country was in a state of emergency, and the second, the speed with which these payments were executed.

For the first, Shefqet Kastrati collected the money at a time when the Government's direct assistance to citizens and businesses that were closed during the pandemic was the lowest in the region.

For the second, in the case of the first invoice, the execution of the payment was made four days after the date of its registration, while for the second invoice it was made within three days. This shows how efficient the state structures and services are when it comes to serving the oligarchs, while in cases of pension conflicts, or compensation of former owners who also have Strasbourg decisions with them, payments are delayed for months and years with queue.
