Shefqet Kastrati and Pëllumb Salillari have collected about 3 million euros more from planning through the beam placed on Rrugë e Kombit.
According to the balances submitted by the maintenance concession of this road for the year 2021, 14.8 million euros of income were realized only from the toll paid by the citizens who used this road, citizens of Albania and Kosovo. The planning for the same year was about 12 million euros of income from this tax.
However, as if this were not enough, the concession has benefited from direct payments from the Ministry of Infrastructure of almost another 7 million euros.
Payments originate from contracts approved in 2016. The provisions of the contract protect the profits for Kastrati and Salillari and progressively increase from the first year of operation of the concession to the thirtieth year the direct payments in case of lack of traffic on this road.
As an example, in the first year the contract foresees 8 million euros in revenue for the concession from the fees collected. If at the end of the year the figure is below this amount, the difference is paid from the state budget.
Any collection over 9.5 million euros, on the other hand, is divided equally between the concessionaire company and the state budget.
The extra payment of almost 7 million euros for the previous year is related to a decision of the government in 2018, which compensates with almost 50 million euros the reduction of tolls for the residents of the Kukës area, after the protest of the latter.
The decision in question does not provide any argument or information on what data and analysis was used to arrive at this figure. The figure is over 20 percent of the annual value of traffic guaranteed to the concessionaire for the first year and in approximate values continuously up to 12 percent in the thirtieth year.
The figures bring the total value of this concession to nearly 350 million euros, or 33 percent of the entire road construction cost.
