The Ministry of Infrastructure has contradicted itself with the Lekaj-Fier concession, awarded for 320 million euros, or 384 million euros including VAT.

The ministry's own feasibility study brings the cost of this 35-year concession to 317.5 million euros. The only bid that was declared the winner was 320 million euros.

This is one side. The other side is related to the works to be carried out. Only 3.2 kilometers is the length of its new track, the rest of 42.4 kilometers is on the existing axis. Even Lushnje-Fier in its greater part is extended in the parameters defined for the blue corridor.

What is left for the concessionaire is to open one lane in the parts of these axes where there are none, since according to a calculation by Voxnea.al they do not go more than 15 kilometers and to install the beam and collect the toll from the citizens .

So, 384 million euros will cost the opening of 3 kilometers of new road with two lanes on each side and the expansion of another 20 kilometers with one lane. The cost for one kilometer is 17 million euros, almost as much as the cost of the works on the New Ring Road from Palati ma Sghjeta to the former Shqiponja Roundabout.

The difference is that Lekaj-Fier has almost no expropriations at all and no underpasses and overpasses, which increase the cost per kilometer.

These are the reasons why the 8 companies that received this concession joined in a single offer, after they calculated that the investment is many times lower than the cost mentioned in the documents of the Ministry of Infrastructure and the profit is much greater. and moreover guaranteed by the state.

At least 1.3 billion euros is the estimated figure with a 7 euro round-trip fare on this axis. The amount may increase if the toll increases and the flow of vehicles that will use the toll road increases.
