The scheme is the same as Vlora, is Samir Mane after the Port of Durrës?

The scheme used to acquire public land, the business plan and some names behind the Durres Port project suggest that Samir Manes' secret hand may also be involved in this affair.

Registered on May 26 of last year at the National Business Center with NIPT number M11726006H, the company 'Eagle Real Estate', which will build the tourist port of Durrës, has undergone a series of changes, without starting the activity yet.

First, the administrators, dismissing the Albanian citizen, Oltjan Hoxholli, a few months after taking office. The German citizen, Viktor Heinze, resident in Dubai, was appointed to this post. The latter also moved in and Alabbar placed himself in this post.

Although for a short time as an administrator, Hoxholli authorized several other names to act on behalf of the company, including Elda Llambin.

Hoxholli left in September of last year after the news became public that he was simultaneously managing the Moveo Technology company owned by Lulzim Basha's brother-in-law. As for Moveon, it turned out that Elda Llambi was also authorized with a special power of attorney to act.

This connection led to media articles at the time that after the Durrës port project with companies registered offshore, the head of the Democratic Party at that time also benefited.

Hoxholli left, while Elda Llambi still remains authorized by the administrator Alabbar to act on behalf of the company. Her name is not the only one that raises a big fog about the names that are really behind the 2.1 billion euro project.

The other name is that of financier Elisabeta Hajrullai. From a search on KKB, Google and her profiles on social networks, it turns out that for years she has held the portfolio of Samir Manes and his companies, before 2010 at the Euromax supermarket chain, until April 2012 as chief financier. of TEG mall, then to Mane TCI and finally to AlbChrome.

According to the updated data in KKB, Hajrullai is the contact point of the company 'Eagle Hills Real Estate'. Maybe it's just a personal move in the financial career as born in Durrës.

But the movement in the whole mess of information and the lack of transparency for this project raises doubts that, if not 100 percent, the Albanian oligarchs are involved in the Port of Durrës and one of them is Samir Mane.

Another clue that points you towards Samir Manes is the scheme and the business plan. The business plan for the tourist port of Durrës is similar to that of the Port of Vlora. Thousands of square meters of public land are given away to build towers, hotels and residences in the name of projects that have the word yacht harbor in the name, but that the harbor is left for the end.

The difference is that in the Port of Vlora, the traces left by Samir Mane are more visible than in the Port of Durrës. How?

In addition to a ready-to-operate port, which with a little "fuss" will change its name from a commercial port to a yacht port, for only 1 euro, Samir Mane has obtained about 39,000 square meters of land to build in the center of Vlorës multi-storey buildings, including a 34-storey hotel.

The famous concession contract of the Port of Vlora is full of favors for businessman Mane and armored in its articles with international arbitration courts in cases of conflicts.

According to the contract, for the 22 million euros that the quasi-state forces Samir Manen to invest in the Port of Vlora, the businessman also benefits from the legal protection that the strategic investor status gives him. What does it mean? In any court proceedings that may be brought by third parties for the concession, Samir Mane must be protected by the Albanian state. The contract leaves him "self-defense" only in cases where the conflict is with persons or companies with border properties.

The favors don't end there. With the status of a strategic investor, he benefits from reduced taxes, advantages in development permits and other facilities recognized by the law by which such an investor was declared.

The contract also provides that within one month of its entry into force, that is, from October 13, when it was published in the Official Gazette, Samir Mane can start the construction of residences and multi-story buildings, including the 34-story hotel, which according to the project of proposed will be five stars.

The project is presented with three main components; the development of the marina, which will serve as a parking lot for yachts, the development of the surrounding public spaces, including the park and the connection to the promenade, and the development of the commercial and residential area near the marina.

For the development of the marina, the project envisages that the works will be completed within three years. In the special chapter for this in the project it is stated: "The construction of the marina will be an innovation and an added value for the development of tourism in the city of Vlora. It will be possible to park boats, speedboats and yachts of all kinds. The construction near the city makes it interesting and attractive for local and foreign tourists. It is expected to be completed within a period of three years".

That is the whole description of the development of the navy, that is, of the port. In fact, in this description, the word "building near the city" is deafening, as if there is no existing port, but it is being built now by businessman Samir Mane.

The project does not talk about any financial costs in this part, because maybe there are none and the businessman Mane is getting a port ready for 35 years at the price of one euro. This may be one reason that in the chapter "Financial analysis of the project" it goes directly to the financial analysis of the second component of the project, the one related to the cost of the residential resort.

Here the calculations are simple. Samir Mane has received 57,500 square meters of land for development. Of this, about 39,000 are plots for construction, which according to the project will translate into 165,000 square meters of construction area, or simply put, 165,000 square meters of apartments, parking, and hotels.

The project envisages the construction of 663 residential apartments by businessman Samir Mane that will have a total area of 53 thousand square meters with a construction cost of 340 euros per square meter and an estimated sale price of 750 euros.

14,500 square meters will be the area of the service premises, that is, bars, bars and restaurants. These are also calculated with a construction cost of 350 euros per square meter, but with a selling price of 1250 euros per square meter.

In total, the construction cost for the apartments is estimated in the project at around 18 million euros, while the sales revenue is around 38.5 million euros. So a profit of over 20 million euros just for these units.

For service areas, bars, bars and restaurants, the total cost of construction in the project is estimated at around 5 million euros, while the income from their sale is estimated at least 17.5 million euros, i.e. over 12 million euros profit.

In the end, there are 15,000 square meters of parking with a construction cost of 150 euros per square meter. The project envisages the construction of 500 parking spaces, where one will be sold for 5 thousand euros. For the parking lots, the construction cost is 2.25 million euros and the income from their sale is 2.5 million euros, i.e. 275 thousand euros profit.

In total, in 2027, according to Samir Manes' project, he will have spent 25.5 million euros for the construction of apartments, service units and parking lots, while he will have collected 58.6 million euros, 33.1 million euros in profit.

These are the profits only from the sale of apartments, parking lots and service units. The profits cover the costs of building two hotels, one 5-star hotel to be built by the sea and the other at the west end of the project. The total cost of the two hotels is estimated at 31 million euros.

The hotels will remain the property of Samir Manes, who anticipates using 45 percent of his capacities throughout the year at a price of 80 euros per room per night. The first 5-star hotel will have 125 rooms. The second hotel will be at the western end of the project, i.e. deeper. It is provided with 4 stars and 43 rooms.

As if to seal the mockery and hide the robbery of public property, in the project Samir Mane tells us that he is saving us from erecting multi-storey buildings on the front line, "despite the high pressure for real estate in this main part of the project". He says that he "did not erect tall buildings on the front line, in order not to cast a shadow on Lungomare and not to negatively affect the totality of the coastal experience".
