The two companies that "flooded" Durrës at the end of January 2025 have won another big procedure from the National Water Supply and Sewerage Agency. The companies "Adriatik" and "2T", which received a full 20 million euros from the Municipality of Durrës to build the canals and the hydrovor, have joined forces again, this time managing to pocket a full 8.4 million euros.

It seems that the biggest surprise is 3 days in Albania, as no institution deigned to at least open the project papers in Durrës, a project that has failed. And now, a few weeks later, the same companies with strong ties to the current majority have managed to earn public money again. But what is most striking is that this BOE will build sewage channels in the beach area in Spille?

Now, looking at history, many questions rightly arise: Will history repeat itself? When the Durrës project was delayed by 2 years, is anyone held accountable? It seems that, in this country of ours, scandal follows scandal, where everyone tries to devour public money, in the most diverse forms.

According to documents available to VoxNews, the National Water Supply and Sewerage Agency has announced the winner of the tender with the object of "new KUZ + ITUP system in the tourist area of ??Spille" with a deadline for execution of 24 months.

The limit fund was 885 million lek, while there were two offers. The first from BOE “ADRIATIK” and “2 T”, which offered 839 million lek. These firms also have an Italian supporting company. The second offer was from the company “FUSHA”, which had an offer of 882 million lek.

The offer of the company "Fusha" was disqualified and received 0 points. According to AKUK, the offer did not provide for VAT on machinery and equipment. It also did not have a fire expert and several other shortcomings.

Consequently, the winner is the company “Adriatik” shpk, which is owned by Mr. Petrit Kovaçi and Mr. Ardian Mustafaraj, each of whom has 50% of the shares. Mr. Kovaçi is the father of the former director of the Water and Sewerage Company in Durrës, Spartak Kovaçi. This company will cooperate again with “2 T”, a company owned by Mr. Artan Sako and Mr. Dritan Troksi, each of whom has 50% of the shares. Mr. Artan Sako is the brother of the former commander of the Republic Guard Gramoz Sako.

A few weeks ago, VoxNews published an investigation titled “The 20 Million Euro Affair of the Two Sakos, Kovaç and the 'Hysa Brothers'”. “A huge affair, worth almost 20 million euros, is suspected of causing the massive flooding in Durrës, where hundreds of houses were damaged at the end of January. Although state officials have blamed 'nature' for the torrential rains and the 'irresponsibility' of residents who filled the canals with waste, the facts are completely different”, the editorial team wrote.

VoxNews researched documents, which showed that in 2021 a super tender was held for large drainage channels, for rainwater, that would do exactly this; to prevent the former Kënetë and Spitalla areas from flooding. But, this money seems to have been wasted in the worst possible way.

A new Hydrovor was built far from the old one, but the pipes that carry water to that work are longer and are not functional at all. Not to mention the quality of construction of this Hydrovor, which seems to have not been in operation during the floods. Currently, the entire work is in the testing phase, but what is seen is that "the testing is being done at the expense of the citizens".

The tender was made by the Mayor of Durrës, Emirana Sako, who entrusted the work to three companies. The first is the company “Adriatik” shpk, which is owned by Mr. Petrit Kovaçi and Mr. Ardian Mustafaraj. The second is “Vëllezërit Hysa”, whose owners have been investigated and detained for abuses. And the third is “2 T”, where one owner is the brother of the former commander of the Republic Guard Gramoz Sako.

These firms should have completed all the work by the end of 2022, but they were delayed for more than 2 years and no one held them accountable. Neither the mayor of Durrës, nor any other body.
