Agim Kajmaku, the former mayor of Vora, is getting ready to win back tenders from the government. A few months before the general elections, Kajmaku has "entered" the game again, as with highly questionable decisions of the court and the Procurement Agency, he has managed to remove the disqualification measure from participating in public tenders.

Although he has a host of charges against him, ranging from forgery, money laundering, and even drug trafficking, he and his family have "fought" to receive money from the current government, which he served for several years behind the scenes and in 2019 was also elected mayor of Vora.

But his criminal past, which "eaten his head" after he did not declare it, also led to his first arrest. He escaped from prison for several years, where although he was on the run, he continued to win tenders. He was arrested and spent very little time in prison, as he had "health problems". He fled to Italy, but there he was also caught with 20 kilograms of cocaine.

A "mountain" of accusations, and even a huge fortune, where his wife was found to have 1.5 million euros. But, with questionable decisions and now far from politics, the Kajmaks are managing to "clear" their name, at least in Albania.

According to documents available to the VoxNews editorial team, on January 31, 2025, the Public Procurement Agency issued a notice for the company "AME 2020" shpk, or formerly "Kajmaku". The document states that the Public Procurement Agency took decision number 27 of March 28, 2024, deciding to exclude this operator for 2 years and 3 months from the right to win public contracts, for submitting documents with false data for qualification purposes in a procurement procedure.

"Against this decision, the company has addressed the Administrative Court of First Instance of Tirana, requesting the change of the punishment measure in relation to the exclusion from the right to win public contracts, from 2 years and 3 months to a lesser measure, and the issuance of the decision with temporary execution. The APP has been acquainted with the enacting clause of the decision of the Administrative Court of First Instance of Tirana, which, among other things, has decided to partially accept the lawsuit, deciding to reduce the punishment measure from 2 years and 3 months to 10 months, and the issuance of this decision with temporary execution," this document states.

Simply put; the decision of the APP to disqualify was given on March 28, 2024 and now the deadline is only 10 months. As of December 28, 2024, the firm “AME 2020” can freely participate in tenders of state institutions. A great paradox, because despite a multitude of investigations and verifications, a former official manages to make a strong comeback, even challenging all law enforcement bodies.

According to documents available to VoxNews, the company "AME 2020" was founded by Agim and Merita Kajmaku in 2008 and is headquartered in the city of Vora. It is learned that during this time, the company has won dozens of tender procedures, while even during the time Agim Kajmaku was in office, it won a tender from the Ministry of Interior. After Kajmaku was appointed mayor of Vora, he transferred the shares to his wife.

The owner of the company with 100% of the shares is Mrs. Merita Kajmaku. But, intentionally or unintentionally, in the documents of this company at the Central Bank, Agim Kajmaku's e-mail address was also placed in 2024. A clear proof that Agim, the former mayor of Vora, is also the owner of the company, which is now getting ready to earn public money again.

VoxNews reviewed the balance sheets of this company at the Central Bank, where it turns out that on June 28, 2024, the balance sheet for 2023 was also deposited. "Approval of the annual accounts for the period from January 1, 2023 to December 31, 2023. To approve the value of the profit for the year presented in the balance sheet for the amount of 3,605,858 lekë" is stated in this document. But if the owner is caught with drugs, his property is investigated, he has problems with the law in two countries, isn't his property seized?

Data from the Central Bank of Albania shows that his firm, which has won tenders, has a turnover of millions of euros in the business of flowers, decorative trees and the arrangement of green spaces. According to the company's accounts, it has a turnover of 185 to 189 million new lek per year, while the owner, according to data from the prosecution, was found to have 1.5 million euros in the bank. So far, according to this data, the investigations seem to have been just a facade, as the Kajmaks are getting ready to win other public contracts.
