
At the end of last year, the Albanian Road Authority quickly opened the Great Ring Road, from Shkoza to former Shqiponja. Naturally, the opening was trumpeted as a success, although the construction of just 13 kilometers of road took a full 13 years, while over 400 million euros have been spent on the entire Great Ring Road so far.
But, when the road was finally opened, surprisingly, the new director of the ARRSH, Gentian Gjyli, with the "blessing" of Deputy Prime Minister Belinda Balluku, made contract extensions, "rewarding" the construction firms.
VoxNews published a few weeks ago the modification of the contract for lot 1, extending the deadline for the company "SALILLARI" and paving the way for it to benefit from additional funds. Meanwhile, lot 4 also received an additional fund of 1.5 million,
According to documents available to the VoxNews editorial team, the Albanian Road Authority has opened the procedure with the object of "construction of the Tirana Outer Ring Road, Lot 5". This is a contract modification, while the fund that will be given to the construction company is a full 194 million lek, or about 2 million euros. This figure is actually 20% of the limit fund, but not of the winning bid of the winning company.
On October 6, 2021, ARRSH announced the winners of lot 5, which were the firms “GPG COMPANY & SENKA”, with a project “construction of the Tirana Outer Ring Road, Lot 5”. The limit fund of the procedure was 1.9 billion lek, or at today's exchange rate about 20 million euros. The lowest bid was from the firm “KEVIN CONSTRUKSION” with a value of 1.5 billion, while the winners offered 1.8 billion. So, a difference of a full 3 million euros.
At that time, the state lost 3 million, and adding the value of the additional fund increases it to a full 5 million. And this was only for one lot, while the same procedure was followed for all the other lots.
Meanwhile, VoxNews published a few weeks ago that the ARRSH opened a procedure, "construction of the Tirana outer ring road, Lot 4 (contract modification)", with a limit fund of 153 million lek. It seems that, even after more than 10 years and over 400 million euros invested, additional money is being given, despite Balluku and Rama holding an opening ceremony for this axis.
The Grand Ring Road has a length of 28.7 kilometers, several overpasses and tunnels, some of which have been opened for vehicle traffic in the area of ??the former "Shqiponja" roundabout. In 2021, former director Evis Berberi signed the winner of the tender for lot 4 of the Grand Ring Road of Tirana.
According to the documents, the winner of lot 4 was a consortium of operators “EUROTEOREMA PEQIN” & “PE-VLA-KU” and “NOVA Construction 2012” with a fund of 2 billion lek (20 million euros). The winner offered 1,991,017,847 lek (20 million euros), or very close to the limit fund, while in the competition at that time there were offers up to 4 million euros less.
At the end of 2024, VoxNews also published the modification of the contract for lot 1, which Salillari won. The documents state that the object of the procurement procedure was “modification of the contract for the extension of the deadline for the completion, reconciliation and continuation of the works on Sheshi Shqiponja - Tirana River, Lot 1 and QMT”.
The announcement was made at noon on December 31, 2024, while the announcement seems to serve more the company or even the government's propaganda with the Great Ring Road. For this lot, Salillari won the large tender worth 23 million euros.
