Albania's cybersecurity and efforts to strengthen state institutions, the rule of law, and the implementation of justice reform are being undermined by Donald Trump's order to suspend foreign aid.
Official data over the years from Albanian institutions show that the US has contributed at least $400 million in the last decade to finance justice reform, cyber defense, civil society, and strengthening independent and accountable institutions.
Nearly half of this amount has gone to justice reform, where the US, along with the EU, have been the main financial supporters.
The rest is divided between institutions, civil society, and various American support programs for Albania.
In the last two years alone, US assistance for strengthening institutions, the rule of law, and cyber defense has been nearly $60 million, with $40 million provided in 2023 and $20 million last year.
Half of the financial assistance provided last year went to cybersecurity and the establishment of defense systems following Iranian cyberattacks on Albanian electronic systems.
