An Albanian company has accused the Information Society Agency of predetermining the winner of the 730 thousand euro tender for the camera monitoring system for customs branches.

Through a complaint sent to the Public Procurement Commission, the CSP company, owned by Klevis Xhagolli , lists in detail all the technical criteria set by AKSHI, which, according to it, predetermine the winning products of the Chinese company Uniview.

In its complaint, the economic operator "CSP" claims that the technical specifications are written in a way that predetermines the exact camera, which is from the company UNIVIEë and the model IPC6858ER-X40-VF.

"From the analysis of the product comparison, we regret to note that the Working Group is deliberately focused on only one Manufacturer, which is UNIVIEW. And not only that, but also in Uniview we find only one product that meets all the specifications, which is the PTZ camera UNV IPC6858ER-X40-VF. There is no other product that meets 100% all the technical specifications set," the complaint states.

According to the complaint, all the technical criteria are tailored to be met only by cameras manufactured by the Chinese company Uniview. But Uniview will not come directly to Albania. It is simply the manufacturer of the cameras. The company that will win the AKSHI tender is the one that has the Uniview representative office in Albania. And its name is not a secret.

On the UNIVIEë company website, https://www.uniview.com/Partner/Find_our_partners/Partners/Europe/, it appears that its partner company in Albania is the famous AlbaScan.

"The Working Group fulfills 0% of the legal provisions regarding the justification of technical specifications for the products that are part of this Project. The Working Group fulfills 100% of its will to select only the UNIVIEW product, violating every principle of public procurement procedures," the CSP complaint states.

Uniview is a company sanctioned by the United States of America with a very serious motivation.

“Zhejiang Uniview Technologies Co., Ltd. is being added to the sanctions list because it enables human rights abuses, including high-tech surveillance of the general population, Uyghurs, and members of other ethnic and religious minority groups. These activities are contrary to the foreign policy interests of the United States,” the sanctions decision states.

But as if that weren't enough, the tender also has an irony. In the tender documents, the AKSHI requires that all employees of the winning company who will install the cameras must be equipped with a security certificate (CSP) issued by the National Authority for Classified Information Security.
