The inevitable sun

It has not been a few weeks since Prime Minister Rama presented his team of ministers for the fourth term of his government, with 17 ministers. There were many reactions that filled the tabloids at home and abroad for each name, until a surprise arrived for one of them.

A ministry like never before. A virtual ministry, whose echoes crossed the borders of Albania.

The first of her kind, Diella, this Minister of State for Artificial Intelligence was described by many foreign media as a historic breakthrough - a digital vanguard programmed to handle public procurement away from political or social interests.

For decades, our country has suffered from scandals and nepotism, so Diella can be seen as a powerful symbol in rejecting this culture. Above all, because theoretically it can neither be corrupted nor threatened.

She promises justice, transparency and efficiency in the conduct of state affairs. Always there 24/7, Diella is a tireless robot, where the only element that brings her closer to being human is her name. In a country where trust in institutions is extremely fragile, Diella basically resonates with a positive approach. Moreover, her figure is a showcase of proof for the EU and the wider world that Albania is very serious about embracing innovation and technological developments.

But as the Irish writer Oscar Wilde said, doubt is only the beginning and not the end of knowledge, we will have to constantly raise questions until we get to the truth.

One of them, for example, could be this; is it possible to prevent corruption through coding? Or another one, such as, can we perceive the Sun as an innovation or an illusion? Or is it simply another experiment towards a technocracy started by us?

The world we live in is bringing us closer and closer to technology, and its influence could not fail to reach the politics of the day, with which states act. People, in different fields, are choosing to trust it and interact with it more easily than with each other. That said, the day when AI also serves us food would not be far at all. So this is one reason why the Sun is inevitable. And quite acceptable.

Undoubtedly, technology can limit interference in procurement, but it cannot eliminate political pressures, lobbying, or manipulation. If the Sun rises with the same data from previous practices, only then could the “neutrality” of its decisions be questioned. The truth is that citizens may still have difficulty understanding it for a while, but the reality that it is present now has greater weight.

A presence that raises many questions about accountability as a phenomenon which is also expected to remain an ambiguous issue. Because if for other departments, people are responsible - who can come to Diella's defense in the event of an error?

AI can improve the functioning, even the management of affairs, but it can in no way completely replace the human and ethical dimensions.

However, beyond any fact or doubt, Diella transcends the limits of technicality. It is a perfect find in our digital world. We must appreciate that the day after its release, world tabloids opened their pages with the headline 'Albania'.

An electrifying marketing campaign, which Albania so desperately needs on its path to growth, development and aspiration to become part of the European club. Diella played its role successfully and with merit.

Although traditionally dressed, representing our culture with dignity, she appeared more modern than all the physical portraits of European leaders. Interesting in the eyes of the world, she provoked both sarcasm and curiosity in public opinion.

And the battle was won. At least across the border. And that is an undisputed perception.

If we try to go towards an absolute truth, it will never be achieved. That absolute does not exist. Surprises will follow one another, while life goes on normally. That is why the old expression 'nothing new under the Sun' always comes to life. But one thing we cannot deny, the Sun is only a first step in our confrontation with the future.

Accepting it remains the only solution to move forward.
