The failed ATTACK in Vau i Dejës, SPAK, is revealed: How Samuel Troshanin and Izmir Sakica ATTEMPTED to execute the Prendi BROTHERS!

The Special Prosecution Office provides official information regarding yesterday's operation by RENEA forces in Shkodra. 

The operation was carried out as part of the investigation into the gunfight that occurred in Rranxë, Bushati, on August 23, 2024, where the armored vehicle "Audi A8" in which Samuel Troshani and Izmir Sakica were traveling was hit with a gun.

The investigations conducted show that on August 23, 2024, at around 5:00 p.m., the persons under investigation, Izmir Sakica, Samuel Troshani  and Franko Leka , together with other unidentified persons, set off in an organized manner in armored vehicles towards the village of Rranxë, in the Bushat Administrative Unit, Vau i Dejës Municipality.

Also yesterday, by decision of the GJKKO, a search was carried out in several apartments and premises in the city of Shkodra, which are suspected of being used as bases for housing persons under investigation or as places where evidence for criminal offenses, which are being investigated by the Special Prosecution, could be found.

The Special Prosecution Office against Corruption and Organized Crime, within the framework of the investigations for the criminal proceedings with no. 220 of 2024, has requested from the Special Court the imposition of personal security measures of a coercive nature. On 16.02.2025, through decision no. 11, the Special Court of First Instance for Corruption and Organized Crime with decision no. 11, dated 16.02.2025 has decided:

The imposition of the personal security measure "Arrest in prison" provided for by Article 238 of the Criminal Procedure Code against the persons under investigation Izmir Sakica, Samuel Troshani and FL, suspected of committing the criminal offenses, "Providing conditions and material means to commit murder", committed in special cooperation within the framework of the structured criminal group, "Illegal possession of combat weapons", "Structured criminal group" and "Commitment of criminal offenses by a criminal organization and a structured criminal group", provided for by Articles 80- 28/4, 278/1, 333/a and 334/1, of the Criminal Code.

The imposition of the personal security measure "Arrest in prison", provided for by article 238 of the Criminal Procedure Code against the person under investigation A. Prendi, suspected of committing the criminal offenses "Intentional murder", remaining in the attempt and "Unlicensed possession of combat weapons", provided for by articles 76-22 and 278/1 of the Criminal Code.

Nga hetimet e zhvilluara rezulton se më 23.08.2024, rreth orës 17.00 të pasdites personat nën hetim Izmir Sakica, Samuel Troshani dhe F.L., bashkë me persona të tjerë të paidentifikuar janë nisur të organizuar me mjete të blinduara në drejtim të fshatit Rranxë, në Njësinë Administrative Bushat, Bashkia Vau i Dejës.

Personat nën hetim kanë qenë të armatosur dhe ka dyshime të arsyeshme të bazuara në prova, se ata kanë shkuar në këtë zonë me qëllim vrasjen e personit nën hetim A. Prendi dhe familjarëve të tij, banorë të kësaj zonë.

Në kohën që ata kanë qenë duke kaluar në këtë zonë, janë qëlluar me armë zjarri nga personi nën hetim A. Prendi.

 Nga provat e siguruara në vendin e ngjarjes rezulton të ketë pasur shkëmbim zjarri, jo dëmtime të shëndetit të personave të përfshirë, por vetëm të mjeteve. Njëri nga mjetet me të cilën kanë lëvizur personat nën hetim, është dëmtuar si pasojë e të shtënave në vendin e ngjarjes. Ai ka rezultuar i paregjistruar, me pronësi të panjohur dhe me targa të huaja, të cilat nuk i përkojnë po të njëjtit mjet.

Më 18 shkurt 2025, Drejtoria e Përgjithshme e Policisë së Shtetit në bashkëpunim me Byronë Kombëtare të Hetimit kanë ekzekutuar masat e sigurisë për personat nën hetim Izmir Sakica dhe Samuel Troshani dhe janë shpallur në kërkim personat nën hetim F.L. dhe A. Prendi

Gjithashtu, në po të njëjtën datë, në zbatim të vendimit nr. 123, të datës 17.02.2025, të Gjykatës së Posaçme është ushtruar kontroll në disa banesa dhe ambiente në qytetin e Shkodrës, të cilat dyshohen se përdoren si baza për strehimin e personave nën hetim ose si vende, ku mund të gjenden prova për vepra penale, të cilat po hetohen nga Prokuroria e Posaçme.

Prokuroria e Posaçme falenderon Drejtorinë e Përgjithshme të Policisë së Shtetit për bashkëpunimin në kryerjen e kontrolleve dhe ekzekutimin e masave të sigurisë.
