Two people were arrested yesterday by the Shkodra Police in the Kiras neighborhood , while another was declared wanted, after they disobeyed the patrol's order to stop.

Ervis Baba , the driver of the vehicle, and a minor were arrested , while Barush alias Bajram Bregu , the right-hand man of Ibrahim Lici, known as " Fantazma ", was declared wanted.

Barush Bregu was also a passenger in the vehicle, which fired shots into the air and then managed to escape.

The police 'armed' the Kiras neighborhood with checks, but were unable to locate his whereabouts.

Barush Bregu was also declared wanted 1 day after the double murder that occurred in Shkodër on September 8, 2025, where the waitress Meri Kaceri was also injured , suspected of being the person who provided the perpetrator with the weapon.

Bregu is known as one of the main people behind the murders on behalf of the Lici group.

Event dynamics

The incident occurred at around 15:10, when the Police services, while patrolling in the "Guerrile" neighborhood, stopped a vehicle with two people inside to conduct checks.

The driver of the vehicle did not obey the police order, but increased speed and performed dangerous maneuvers, forcing the officers to pursue him.

During the pursuit, it is suspected that the vehicle's passenger, Bajram Bregu, fired a gun once in the air and then fled the scene.

The police managed to stop the driver of the vehicle, whose identity has not been made public due to the investigation, while dozens of police forces surrounded the Kirasi area and conducted checks for several hours with strict security measures.

However, after several hours of operation, authorities withdrew from the area without being able to apprehend the suspect.

At the moment he shot, the officers requested backup forces because he was a high-risk suspect, but by the time other police officers arrived, it was enough for Bajram Bregu to flee in an unknown direction.

Police suspicions are that Bregu may have exploited the internal communication between the courtyards and gardens of the houses in Kiras, which are suspected to have internal doors, which favored his escape.

In addition to numerous additional forces, the police also used a drone from the air to control the area but were unable to locate Bajram Bregu. Despite searches there, the police did not find him in the apartment where he was thought to be hiding.

Shkodër/The perpetrators and circumstances of the incident yesterday afternoon in the "Guerrile" neighborhood, where police officers were threatened with firearms while pursuing a vehicle, have been revealed.

The driver and passenger (a minor) in the vehicle in which the 40-year-old man was driving were arrested after he fired a gun into the air to threaten police officers.

A 40-year-old man, a citizen with a significant record of several criminal activities, has been identified and declared wanted.

The firearm (pistol) with ammunition used in this case is found and seized.

As a result of rapid operational and investigative actions, carried out to clarify the circumstances and document the authorship of the case of 09.03.2026, when at around 15:10, in the "Guerrile" neighborhood, specialists from the Section for the Investigation of Crimes Against the Person, in cooperation with the services of the "Eagle" Special Force, and the Shkoder Police Commissariat, conducted the operation codenamed "Risk".

As part of this operation, citizen EB, 43 years old, and a 17-year-old, both residents of the "Guerrile" neighborhood, were arrested in flagrante delicto.

Also, citizen BB, 40 years old, resident of the "Guerrile" neighborhood, with a record for illegal possession of weapons, production/sale of narcotics and theft, was declared wanted.

Yesterday, during patrol in this area, the Police services stopped the vehicle, which, from the investigation, resulted in being driven by a 43-year-old man and had passengers including a minor and a wanted citizen.

The 43-year-old man did not obey the order of the police officers, but continued driving, increasing speed and performing dangerous maneuvers with the vehicle. For these reasons, the police services have been following the vehicle.

During the pursuit, citizen BB is suspected of having gotten out of the vehicle, and while driving away, he fired a firearm (pistol) into the air with the intention of threatening the police officers.

The firearm with ammunition suspected to have been used by citizen BB was found by the Police and seized along with the "Volkswagen Seat" vehicle in which these citizens were traveling.

Intensive work is underway to capture citizen BB.

The procedural materials were referred to the Shkodra Prosecution Office, for further action, for the criminal offenses of "Threat", "Disobedience to the order of a public order police officer", "Disturbance of public peace", "Unauthorized production or possession of weapons, explosive weapons and ammunition" and "Failure to report a crime.
