Injuring the mayor's cousin in Kukës, three people are arrested by
Zenel Muçmata and Elvis Halilaj

Three people have been arrested by order of the Kukes Prosecutor's Office for the injury of 29-year-old Elvis Halilaj, (cousin of the Mayor of Kukes, Albert Halilaj).

Zenel Muçmata, who is the Director of the Services Directorate at the Municipality of Kukës, has been arrested, as well as two other people, accused of helping him hide behind the incident.

Three people are arrested at the request of the Kukes Prosecution Office for the criminal offenses of 'Premeditated Murder', 'Unlicensed Weapon Possession' and 'Supporting the perpetrator'

Three people were arrested at the request of the Prosecutor's Office at the First Instance Court of General Jurisdiction, Kukës, on charges of the criminal offenses of 'Premeditated Murder' committed in collaboration and remaining in the attempted stage, 'Unlicensed Possession of Weapons' and 'Supporting the Suspected Author of a Crime'.

In the framework of the investigations into criminal proceedings no. 72 of 2025, the Prosecutor's Office at the Court of First Instance of General Jurisdiction, in cooperation with the operational forces of the General Directorate of the State Police, arrested the citizens;

1. ZM, suspected of committing the criminal offense of "Premeditated Murder" committed in collaboration and remaining in attempt and "Unlicensed Possession of Weapons" provided for by articles 78,25,22, 278 of the Criminal Code;

2. GP, suspected of the criminal offense of “Supporting the perpetrator suspected of a crime” provided for by Article 302 of the Criminal Code; and

3. EA, suspected of the criminal offense of “Supporting the perpetrator suspected of a crime” provided for by Article 302 of the Criminal Code.

This operation was in continuation of the investigation into the injury that occurred on 19.02.2025 in the city of Kukës, where citizen EH was injured with a gunshot wound after a conflict. Following this incident, citizen ZM was ordered to be arrested in absentia.
