KPA permanently removes Tirana judge Teuta Hoxha from the judiciary

Tirana judge Teuta Hoxha has finally left the judiciary after Vetting.

The KPA today upheld the first instance decision of the Independent Qualification Commission, excluding the judge of the Court of Tirana, Teuta Hoxha, for the next 15 years.

The panel of judges, chaired by Albana Shtyllë, found the KPK's decision, taken on November 22, 2022 and appealed by the former magistrate, to be fair.

The motive for Hoxha's dismissal was the issue of wealth, as the KPK had rejected his request to open a process for the pillars of professionalism and career.

The main problems identified by the Commission were related to the inability to verify the sources for an apartment in use in Tirana, owned by the husband's father, an apartment in Golem, an office, and two vehicles.

It was also found that three cases were judged under conditions of conflict of interest. Hoxha opposed the Commission's findings and requested the opening of an investigation into the purity of his image and professionalism, a request that was not accepted.

KPA decision:

"The adjudicatory panel of the Special Appeals Chamber, composed of Albana Shtylla as presiding judge, Rezarta Schuetz as rapporteur, Ina Rama, Mimoza Tasi, Natasha Mulaj as members, announced the decision on case no. 4/2023, dated 02.02.2023, concerning the appeal of the reassessment subject Teuta Hoxha, against the decision of the Independent Qualification Commission no. 587, dated 22.11.2022.

At the end of the trial in the deliberation room, the panel, based on Article 66, point 1, letter “a” of Law No. 84/2016, “On the temporary re-evaluation of judges and prosecutors in the Republic of Albania”, unanimously decided:

Leaving into force decision no. 587, dated 22.11.2022 of the Independent Qualification Commission, concerning the reassessment subject Teuta Hoxha.

This decision is final and has immediate effect. It was announced in Tirana, today, on 08.07.2025.
