Fiks Fare's investigation shows that the foreigners work for Wolt, a food delivery company in Tirana. They are not students!
Fiksi also spoke with the administrator of the dormitory campus in Kamëz, Edmond Muhametaj, who indicated that the agreements were made by the directorate at Qyteti Studenti.
Mr. Muhametaj said he will file criminal charges against the administrator of the Fenix company that brings Wolt workers and its director for fictitious registrations.
The Albanian state spent about 30 million euros to build 8 modern buildings near the Agricultural University of Tirana. Several years after construction, those buildings are teeming with Albanian students, as they have been "occupied" by foreign students and workers.
Student Residence No. 1, or as it is otherwise known, Student City, has signed a contract with private universities and a private firm to provide the buildings with a "concession".
The agreements were signed by the director Olsi Shahini, who, in addition to the students, has given a private firm the right to use it, not for students, but for workers. No auction or tender was held, only by agreement! Moreover, the firm and the administrator who took the building into use haggle, changing the tariffs.
It also talks about fictitious registrations of workers in the dormitory, which raises serious doubts about their trafficking. In one case, the investigative show Fiks Fare has proven that an Indian student was registered at the end of August, was given a certificate and received the base, but has not yet shown up at the dormitory. Where has he gone?!

30 million euros for foreign workers and students!
Fiksi goes to the dormitory campus of the Agricultural University of Tirana, making an observation about the conditions and the students. Unlike the buildings in the Student City, the condition is very good. After the 2019 earthquake, the Albanian state spent a full 30 million euros. 8 buildings have been built.
Currently, only 2 buildings are with Albanian students, the others are with foreigners, foreign students. Fiksi has learned that the director of Student Residence No. 1, Olsi Shahini, has made several agreements with private universities. These universities have accommodated foreign students, mainly Indians studying in Albania, in these dormitories. The accommodation fee is 5.5 thousand lek.
Meanwhile, in addition to these agreements, Olsi Shahini has also made a contract with a private firm. Without any tender or auction. He has given building number 2 to a firm called "Feniks", to accommodate workers. There are about 210 workers who stay in that building. "Feniks" pays Residence No. 1 a fee of 7.5 thousand lek (75 thousand old) per person.

Indian student receives certificate that he was "accommodated", he did not come to Albania!
In addition to the “invasion” of foreign students on this campus, Fiks Fare has secured documents and conversations that cast strong suspicions of human trafficking. At the end of August 2026, a student from India, Albert Shiju, was registered in one of the dormitories. The Student City Directorate issued a registration certificate, signed by the director Olsi Shahini. The papers for the material basis were drawn up.
But, the student hasn't arrived in Albania yet? Where did he go, did he make fictitious papers? Fiksi asks Edmond Muhametaj, who says that the registration and certification are issued by the directorate at Student City. He says that first you register and then you get the visa. But, the document says "he was accommodated" without being!
The director calls the administrator of building no. 7, Aida Vlashi, who says that "the order came to me from above". So, from the directorate in the Student City. She tells us that the payment for Albert Shiju was made in September 2026, while he was accommodated and issued a certificate in August. We ask her if he came today, on October 21, 2026, she tells us that "he is not in the building today either".

The administrator of "Feniks" makes deals and shelters illegal immigrants
The scandal deepens further due to the bargaining of the company "Feniks" that has taken over the administration of building number 2 and is bringing in workers. A Fiks Fare associate goes and meets Florjan Shehu, who introduces himself as the administrator of "Feniks", asking him to accommodate foreign workers in that building. He accepts and says that for 1 accommodation place you have to pay 150 euros. Meanwhile, Feniks pays the state only 7.5 thousand lek!
Fiksi bargains and he lowers it, initially 140 euros and then 130 if we bring over 100. Can't the state take this money?! Florjani is not satisfied with just accommodating the workers. He admits that he can also register workers without physically coming to those buildings (clandestinely).
But, for these cases, Fiksi has to pay more. The conversation focuses on human trafficking, where the person admits that he can do it, even openly. All this, in a state building.
