After about 3 years of investigations, the Special Prosecutor's Office says that it has found former Prime Minister Berisha guilty, who according to her has carried out concrete and active actions by approving laws or by-laws in order for the 5 well-known owner families to appear in the privatization process. where the winner, among others, was Jaamarbër Malltezi.

Also, SPAK says that Berisha, in the capacity of the Prime Minister of Albania, has made available to Malltez, various structures of the state administration in order to realize the privatization process of the former "Partizani" complex.

On the other hand, for Malltez himself, the prosecution says that there are doubts that he carried out the process of privatizing the former sports complex, then changing its destination and using it for material gain, which led to the construction of a complex of buildings.

From the construction of the latter, SPAK says that Berisha's son-in-law, Jamarbër Malltezi, benefited directly.

Scheme of involvement in shares of "Abit"

In September 2013 , the company "Homeplane" in cooperation with "Kontakt" received a development permit for the construction of a complex of buildings, in the area of the former Partizani complex. The permit, given by Lulzim Basha, was cleared by the Municipality of Tirana on August 18, 2013 and only 6 months after the start of the works, the son-in-law of Sali Berisha became a shareholder of this million euro investment.

Below is the construction permit for Jamarbër Malltez:

Jamarbër Malltezi has been added as a shareholder with 35% in the company "Homeplane", with a contribution of 35 thousand ALL. So, to put it more simply, with 35 thousand lek, the son-in-law of Sali Berisha gets 1/3 of a complex of 20 million euros.

Below is the 2014 contract where Jamarbëri becomes the builder:

Malltezi, or as he likes to be affectionately called, Abi, was added as a shareholder in the "Homeplane" company in December 2018, while he bought these shares on January 23, 2014.

The construction firm "Homeplane" was founded by businessman Fatmir Bektashi in 2008 and its object was the field of construction.

Conflict of interest and "getting rich" unexpectedly

The involvement of Abi Malltez in this million-euro investment raises some strong questions.

First , was the Partizani complex alienated from the Berisha government, in the interest of Berisha's son-in-law?

Second , the fact that this permit was given by Lulzim Basha, when he was mayor, to the son-in-law of Sali Berisha, raises suspicions of a conflict of interest.

Thirdly , how is it possible that Abi Malltezi, without any declared assets, becomes a shareholder and builds a 20 million euro palace? Where did he get the money?

For the case , the prosecutor's office started investigations, but then stopped them, even though there were doubts about the construction permit.

What happened the other day?

The son-in-law of former Prime Minister Sali Berisha, Jamarbër Malltezi, was arrested last evening when he just arrived at Rinas airport.

The ban was made by SPAK in connection with the privatization of the former Partizani club. Malltezi is accused of corruption and embezzlement. His property has also been seized. His partner Fatmir Bektashi, accused of the same criminal acts, was also put in handcuffs.

In addition, the GJKKO has set a security measure of 'appearance notice' and ban on leaving the country for the chief democrat Sali Berisha, while sources indicate that there will be bans on other persons involved in this case.
