The company "Soft & Solution", owned by businessman Ermal Beqiri, has won another public contract, this time from KESH. The procedure, worth about 10 thousand euros, is related to the maintenance of KESH's financial system. The tender was held at a time when Beqiri was wanted by the authorities, while the Special Prosecutor's Office is investigating him for the issue of AKSHI tenders.

Meanwhile, the person responsible for the procedure at KESH was Joana Bushi, a former close associate of former Deputy Prime Minister Belinda Balluku.

Recently revealed data clearly showed that fugitive businessman Ermal Beqiri is very fond of a luxurious life. The Special Prosecution Office believes that his expenses for private jets and a castle in France are the result of rigged tenders at the National Agency for the Information Society. Public funds seem to be an inexhaustible source for Beqiri, even though he was wanted for more than 6 months before he was arrested in France at the end of July.

A few weeks ago, specifically in mid-June 2026, his main company, 'Soft & Solution', was announced the winner of a tender conducted by the Albanian Electric Power Corporation, KESH, for the maintenance of the financial system. It must be admitted that the fund for this tender was minimalist by the standards of the abusive procedures obtained by Ermal Beqiri at the AKSHI. He received only 10 thousand euros, an amount that could be used by him only for the fuel of the plane, which he was flying on before being arrested in France.

However, the procedure developed by KESH has an interesting detail. The person responsible for the tender won by 'Soft & Solution' is Joana Bushi, one of the closest associates of the former Deputy Prime Minister, Belinda Balluku. Joana Bushi has been very close to Balluku, until the latter left the leadership of the Ministry of Infrastructure, in February 2026, following the investigations being conducted by the Special Prosecution. Now, Ms. Bushi is stationed at the Electric Power Corporation, tasked with managing tenders, while she is part of the investigative file for "money laundering" of her former boss, Belinda Balluku.
