SPAK concludes the preliminary investigations for the former inspector of the Property Handling Agency, Ilir Kapetani , involved in corruption cases with the heirs of the former owners who, during the requests made for the return and compensation of the properties, were promised solutions in exchange for sums of money.

At the end of the investigative actions, for this criminal proceeding, it has been proven that the defendant Ilir Kapetani, File Review Specialist at the Property Handling Agency, has requested and received irregular benefits, in the form of monetary amounts, from various citizens and from the heirs of the former owners, in exchange for the promise to provide financial compensation, during the treatment of their claims for the return and compensation of the property.

The defendant Ilir Kapetani has been accused of having committed the criminal offense "Passive corruption of persons exercising public functions" provided for by Article 259 of the Criminal Code, committed in 22 (twenty-two) cases.

Meanwhile, the defendants DL, AG, DD, VZ, IL, XH.V., GT, LA, JZ, AH, VB, IK, RM, LB, MI, YN and M.SH, who are the entities that have given illegal benefits, have been accused of having committed the criminal offense of "Active corruption of persons exercising public functions", provided for by Article 244 of the Criminal Code.

At the end of the investigations, the Special Prosecutor's Office has sent to the Special Court for Corruption and Organized Crime the request for sending this criminal case to trial.
