Prime Minister Edi Rama has presented new changes to gatherings, which provide for security perimeters around sensitive objects and the possibility for the police to limit gatherings for up to 72 hours near educational, health institutions and places of worship.
For people who call for violence on social media, the deletion of the post will be requested first and psychological support will be provided if necessary. In case of refusal, the police can initiate criminal proceedings under existing offenses. The amendments also provide for the treatment as a criminal offense of concealing identity during rallies, according to the French model.
Fines ranging from 10,000 to 100,000 lek are foreseen for disobeying the police, while for concealing identity after the order to disperse the fine goes up to 500,000 lek. Blocking traffic will be punished with a fine of 5,000 lek for each participant.
