SPAK has sent for trial the 3 officials who were arrested on January 27 of this year after fines were imposed on pharmacies.
The two specialists Luan Çiçi, the son of the former prosecutor of Kruja, Armando Luka, and the person in charge of the Drug Agency, Besiana Xjelili, received 30 to 50 thousand lek not to punish the capital's pharmacies with fines when they found violations.
How did the three-partner scheme work?
Besiana Xhelili, who was in charge of the Medicines Agency in Tirana, despite the fact that she had 15 employees available as specialists to carry out inspections in pharmacies, sent only Luan Çiçi and Armando Luka.
Both, in agreement with their superior Xhelili, took bribes from pharmaceutical drug companies and pharmacies and subsequently accelerated the procedures when they found them in violation. After receiving the money, the three shared it with each other.
Luan Çiçi's father, prosecutor Bujar Çiçi, turns out to have been dismissed from office once in 2008 at the request of the chief prosecutor at that time, Ina Rama, and the President's decision for serious violations of duty.
For the prosecutor Çiçi, in 2014, administrative measures were taken by the High Inspectorate for the Declaration and Control of Assets and Conflict of Interests for not declaring assets on time.
