Dumani: The admission of 40 new investigators to the BKH was postponed pending
Head of SPAK, Altin Dumani

The head of SPAK, Altin Dumani, reported this Monday to the High Prosecutorial Council on the work of this institution during 2024.

Dumani also focused on staff numbers and vacancies, while saying that the hiring of 40 investigators for the National Bureau of Investigation has been postponed due to lack of space and pending the construction of the new building.

"During 2024, we had a large volume of administrative work. SPAK is committed to filling vacancies in order to ensure the full efficiency of this institution. During 2024, 114 employees performed their duties, of which 20 were appointed prosecutors, 12 financial investigators, 80 administrative employees and two employees with temporary contracts.

As for the National Bureau of Investigation, the procedure for the recruitment of 40 investigators is ongoing, which has been postponed due to the lack of physical space, which is expected to be resolved with the completion of the new building. The year 2024 has closed with several vacancies: one in the cabinet of the director of the BKH, 50 in the positions of the judicial police service, 40 investigators as I mentioned above, and 11 in the administrative staff", said Dumani.

We recall that currently 60 investigators are working at the BKH, while Dumani requested that SPAK also have legal advisors who would assist prosecutors in hearings at the Appeals, Supreme Court and Constitutional Court.

Dumani said that an order has been issued to approve the document for the beginning of the electronic pilot phase of file management.

The head of SPAK also spoke about the problems and delays in judicial processes.

"The delay in court proceedings, even to preliminary hearings, is problematic. Not the fault of the prosecutors, but intervention is required, as their delay in procedure endangers legal deadlines and damages the process. Preliminary hearings are also a problem, as is the summary trial, as they last longer than before 2017 when the legal changes were made. This is due to the introduction of the preliminary hearing judge, and this takes time. There are processes that go on with investigations for up to 2, 3 or 4 years, because they take time. They also take time due to the fact that letters are sent and responses are expected, which often take time," he said.

Dumani's hearing before the KLP was also attended by representatives of the US embassy as well as an OPDAT prosecutor.
