The State Police has published footage of the operation organized the day before in cooperation with SPAK, where the businessman Pëllumb Gjoka, the former head of the Operation, Oltion Bistri and the Prosecutor Xhevahir Lita were put in handcuffs.

Through an official announcement, the police say that from the operation coded "Metamorfoza" the security measures "Arrest in prison" were executed for 6 citizens. While they were announced in 9 others.


During the operation, 2 other citizens were arrested red-handed, for illegal possession of weapons and actions that prevent the discovery of the truth.

Police also say they have found and seized an arsenal of weapons, 8 vehicles (4 of them armored), masks, wigs and other illegal items used by members of the criminal group.

An operation with a high degree of difficulty, coded "Metamorphosis", is finalized.


The operation involved the Special Forces RENEA, FNSH, the Special Operational Force, the Sector for the Investigation of Criminal Groups in the Directorate for the Investigation of Organized Crime in the Criminal Police Department, the local police directorates of Shkodër, Lezhë, Vlorë and Tirana, under the direction of SPAK.

"Arrest in prison" security measures are implemented for 6 citizens. 9 more citizens are wanted.

During the operation, 2 other citizens were arrested red-handed, for illegal possession of weapons and actions that prevent the discovery of the truth.

Police find and seize an arsenal of weapons, 8 vehicles (4 of them armored), masks, wigs and other illegal items used by members of the criminal group.

The structures of the State Police, yesterday, were involved in an operation of a high degree of difficulty and secrecy, for the execution of the security measures set by GJKKO, for the members of a structured criminal group.

Thanks to the quick and detailed operational plan, work was organized to capture citizens wanted by justice and to seize material evidence in the interest of the investigation.

The Sector for the Investigation of Criminal Groups in the Directorate for the Investigation of Organized Crime in the Department of Criminal Police in the General Directorate of the State Police, in cooperation with the Special Forces RENEA, FNSH, the Special Operational Force, the local Police Directorates of Shkodër, Lezhë, Vlora and Tirana, within the framework of the criminal proceedings registered with the Special Prosecutor's Office against Corruption and Organized Crime, have successfully completed the coded police operation "Metamorfoza".

During this well-organized operation, the "Arrest in prison" security measures, assigned by GJKKO, were executed for the citizens:

1- P. Gj., 49 years old, resident in Tirana, suspected of the criminal offences:
- "Premeditated murder", committed as a special form of cooperation, that of the structured criminal group, "Structured criminal group" and " Committing criminal offenses by structured criminal group and criminal organization". On 09.08.2020, in the city of Shkodra, citizen Gj was killed. N. (B.);

- "Providing the conditions and material means to commit murder", carried out in a special form of cooperation, that of a structured criminal group, "Structured criminal group" and "Participation in a structured criminal group" (to the detriment of the citizen CM);

- "Providing conditions and material means to commit murder", carried out in a special form of cooperation, that of a structured criminal group, "Structured criminal group" and "Participation in a structured criminal group" (to the detriment of citizens DD and IL);

- "Active corruption of the judge, prosecutor and other justice officials", carried out in collaboration;

- "Illegal possession and production of weapons, explosive weapons and ammunition", carried out in cooperation, in the form of a structured criminal group.

2- EP, 46 years old, resident of Velipoja, suspected of the criminal offences:
- "Premeditated murder", committed as a special form of cooperation, that of a structured criminal group, "Structured criminal group" and "Commitment of crimes criminal by structured criminal group and criminal organization". On 09.08.2020, in the city of Shkodra, citizen Gj was killed. N. (B.);

- "Providing the conditions and material means to commit murder", carried out in a special form of cooperation, that of a structured criminal group, "Structured criminal group" and "Participation in a structured criminal group" (to the detriment of the citizen CM);

-"Illegal possession and production of weapons, explosive weapons and ammunition", carried out in cooperation in the form of a structured criminal group";

3- AB, 34 years old, resident of Shkodër, suspected of the criminal offenses "Providing the conditions and material means to commit murder", committed in special collaboration with the structured criminal group, "Structured criminal group" and " Participation in a structured criminal group" (to the detriment of DD, IL and GT citizens);

4- AH, 41 years old, resident in Tirana, suspected of the criminal offense "Providing the conditions and material means to commit murder", committed in a special form of cooperation, that of the structured criminal group, "Structured criminal group ” and “Participation in a structured criminal group” (to the detriment of DD and IL citizens);

5- OB, 41 years old, resident in Tirana, suspected of the criminal offenses "Abuse of duty" and "Disclosure of acts or secret information";

6- Xh. L., 50 years old, for the criminal offenses "Passive corruption of judges, prosecutors and other officials of justice bodies", committed twice and "Structured criminal group".

The following citizens have been declared wanted:

BB, 43 years old, DB, 45 years old, EH, 33 years old, AB, 26 years old and BM, 41 years old, all residents of Shkodër; ER, 41 years old, resident of Kurbin; KH, 33 years old, resident of Puka; PK, 47 years old, resident of Malësi e Madhe; AN, 46 years old, resident of Lezha;

Also, within the framework of actions for the execution of the decision of the Special Court of First Instance for Corruption and Organized Crime in Tirana, the following citizens were arrested in flagrante delicto:

ST, 21 years old, resident of Shkodër, suspected of committing the criminal offenses "Possessing and manufacturing weapons, explosive weapons and ammunition" and "Actions that prevent the discovery of the truth";

NF, 24 years old, resident of Shkodër, suspected of committing the criminal offenses of "Unauthorized possession and production of weapons, explosive weapons and ammunition" and "Actions that prevent the discovery of the truth".

During the operation, it was possible to find and seize the following material evidence:

8 firearms (6 pistols, 1 submachine gun, 1 rifle), combat ammunition, 19 ammunition magazines, 2 sniper mounting bases, 3 shotguns, , 2 police radio charger bases, 2 cold weapons, 3 masks, 1 wig, 8 vehicles (4 of them armored), 1 camera trap, 2 license plates, 3 watches of expensive brands, 3 409 000 lek, 31 205 euro, 4 400 dollars, 3 USB, 7 DVR, 28 mobile phones and 1 laptop .

The seized weapons and other material evidence will be sent to the Police Science Laboratory at the Police Science Institute for further examination.

The structures of the State Police, in cooperation with the Special Prosecutor's Office against Corruption and Organized Crime, continue the investigative work for the complete documentation of the criminal activities of these citizens, as well as for the capture of the citizens declared wanted.

Procedural materials were referred to the Special Prosecutor's Office against Corruption and Organized Crime in Tirana.
