It has been accompanied by heated debates in the Committee for Production Activities, Trade and Environment, where it is being read "For the approval of the framework agreement between the Council of Ministers of the Republic of Albania and Eagle Hills Real Estate Development, Albanian Seaports Development Company, sh.a ., and Nshmi Development LLC, for the strategic investment project "Durres Marina & Yachts"
The head of the PD parliamentary group, Enkelejd Alibeaj, has accused the Minister of Energy, Belinda Balluku, of protecting the interest of Alabbar and not of the Albanians from whom she was voted.
Alibeaj asked Balluk to account for how Alabbar was contracted and why he was chosen without competition and many other questions that require answers on this project.
However, Balluku did not give concrete reasons and stated that Alabbar has come to Albania, just like all other companies, making jokes that it did not come rubbing Aladdin's lamp.
Debate :
Alibeaj : I am not surprised by the fact that when you made your presentation you unnaturally positioned yourself as a defender of Alabbari. I have the impression that a minister should have the interest of the Albanians as the primary priority. That you claim that you were elected by the Albanians.
Balluku : What do you mean? I was the most voted. He claims, I don't have a mandate from the CEC.
Alibeaj : Please don't abuse me. Mr. President, will I have the right to speak?
Alibey: So she positioned herself as the protector of Alabbar. The positions would have to be inverse. You had to protect the interest of the Albanians. How did you choose Alabbar? How did you contract it? Why did he come to Albania? I want you to tell me that we have sent a letter of expression of interest to other strategic investors. So there would be competition. Why and how was Alabbar found? The next question, that I am a modest lawyer, the Constitution provides that when the Albanian state becomes part of an international agreement. Why did you choose Dubai and why did you choose it without competition? You protect the private investor, we will protect the wealth of Albanians. The third question is related to an issue that you also touched on. You have already said that Alabbari is coming. Very well, to be clear to you and anyone, to any world-class investors who bring massive money and name guarantee, I believe that none of us have the slightest doubt that they are welcome. What is the reason that in 2021 when you gave the status of strategic investor you did not give it to Alabbar but to a company that was registered in the Cayman Islands, a tax haven. This company did not have a partner, not even the much-mentioned Alabbar. Who are the MPs who you claim assisted in the drafting of the draft law, that they should not be here because they have a conflict of interest.
Balluku : Alabbari discovered Albania in 2007. They had meetings and came and ran, they told us that it was terrible, the situation yesterday. How did they find out? They rubbed the lamp, the genie came out, they called Scheherazade. As for these fairy tale metaphors, it is the same as asking why SHELL, Vodafone and other foreigners come to Albania? Because it has entered the map of interesting places to invest. As all companies come, so has Muhammed Alabbar. They don't have Aladdin's lamp or Nastradin's map. Why aren't there others? Why did someone come to us with 2 billion euros and we refused?
