Prime Minister Edi Rama commented today on the absurd situations that, according to him, occur in some urban neighborhoods, where individuals use the common spaces of buildings as private property for agricultural or livestock purposes.

Rama said that there have been an increase in cases where people claim that "the land around the palace is theirs" and use those spaces to raise animals or for other private activities.

For new buildings, Rama said, the situation is clearer and regulated by law, where outdoor spaces are considered the collective property of residents and cannot be appropriated or used by specific individuals.

"I live on the first floor, I have my own land and I fence the land of the building and I raise chickens, sheep, cows... these are realities. I milk a cow on the first floor, it's mine, they say. No, it's not yours. Even though you may have a property certificate, you can't keep the cow there, because it's a shared area. Until the moment when the municipality tells you that we're going to build a farm here. Here we're talking about those who have acquired properties in the most unimaginable way, but they have acquired them. They look down on the community, looking down on them as if they live above a zoo. There's no mention of new buildings at all. Those who enter that building have that space in common ," said Rama, as the package of legal measures for the protection of property and territory was presented.
