Director of Territorial Development Adelajda Roka said today that the government will present a plan of measures for the protection of public property and territory.

At the roundtable organized for this purpose, he said that there are a number of problems, emphasizing that there is a lack of a punishment mechanism for builders who violate construction permits.

Part of the reform, according to her, is also the registration of public spaces occupied over the years.

"The problem is the construction footprint, you have a permit for 5 floors but on the ground there are 7 floors. Construction without a permit is not done alone, it is closely linked to other problems. The first is related to the lack of a mechanism for punishing builders who knowingly abuse the permit, who ask employees to abuse the permit given. The first problem of construction without a permit brings the second and third. Another problem is the silence of the architect who does not speak about changing the project he worked on. He should raise his voice and announce the violation of the conditions. Another issue is the lack of coordination of institutions in carrying out inspections. For public spaces, we have encountered the failure to register public property. It has enabled the occupation of all public space by various people who have seen it as land without an owner," said Roka.

The appointment of Adelajda Roka as head of the Agency for Territorial Development in 2024 led to the denunciation of opposition leader Berisha, as she is the sister of Xhino and Marsel Roka, who were arrested in November 2024 by SPAK as part of the Suel Çalç group in Elbasan.
