Former Prime Minister Sali Berisha was asked during today's conference with journalists about the initiative of the Socialists for the draft law that provides for the exclusion from the Assembly of persons declared non grata, as in his case, and State insurance.
Berisha stated that in the draft law of the SP that he has seen, there is no article about persons declared non grata. He further challenged and threatened Edi Rama that if he takes a step in this direction what awaits him will be the momentum of the Democrats.
"I invite them to do it. I don't have any kind. There are clear standards, resolutions for all this. If he is going to make an anti-Berisa law, try it, I assure him that the momentum will only increase. In their draft that they brought me, they have the lustration." - said Berisha.
Regarding the article on former employees of the State Security, Berisha has considered it as an anti-Meta law that is based on defamation. Among other things, he emphasizes that PD is ready to return the lustration law.
"During its period in power, the DP has adopted two laws on lustration. The decriminalization laws are different and the lustration laws are different. With the lustration law, the DP excluded from public functions all collaborators, agents and informants of the state security and the nomenclature of high communist.
It is a copy of the law passed in Czechoslovakia and this law was amended by the ruling socialists, removing the lustration component. For this reason, DP in 2008 approved the lustration law in the parliament. Identical to what it was. Because it was a law with full support from the Constitutional Court and a silent approval from the international community.
Also, in 1995, he approved the law on the punishment of crimes against people and communist genocide in Albania. On the basis of this law in Albania, 73 officials were sentenced by the President of the Republic to a post commander who dragged the bodies of young men shot to the border. The law was sent by the SP to the Constitutional Court, it was called constitutional and is still in force today. We have been, are and will be for the law of lustration.
What SP is doing seems to be a law that we are calling differently, the anti-Meta law, but this is something that is based, as I told you, on a defamation, clearly refuted by the author himself, about which Mr. Meta is accused of. If the SP is ready to restore the lustration law, the Authority to Open Files exists, the DP has been and is for lustration.
Decriminalization is the responsibility of the CEC and the prosecution, depending on the case, and that is why the laws are not made a salad. If we are determined for lustration, the law should have as an institution, that of the Opening of Files," said Berisha.
