The Parliament is expected to vote today (Monday, July 27) on the agreement between Albania and the United States of America in the field of defense, which provides for the financing of the purchase of military equipment worth about 300 million euros.
According to the procedure foreseen by the majority, at 10:00 the Assembly will first vote on the request for the review of the draft law with an accelerated procedure. The National Security Committee will then meet to review the agreement, while the final vote in the plenary session is expected at 15:00.
The agreement comes after the Council of Ministers approved the decision to forward it to the Assembly for ratification.
According to information previously made public by Vox News, it is related to a direct loan between the Republic of Albania and the United States and aims to finance the purchase of military equipment, with the objective of Albania reaching the 2% level of Gross Domestic Product for defense spending, in line with NATO commitments.
However, the procedure followed by the government has been opposed by the opposition.
The Chairman of the DP Parliamentary Group, Gazment Bardhi, stated that the draft law was filed under an accelerated procedure, while the documentation was not made available to the deputies, with the argument that the agreement is confidential.
According to Bardhi, it is alleged that the American side requested that the agreement not be made public, as it contains information of a commercial nature. He announced that he had asked the Speaker of the Assembly to distribute the materials to the deputies with a confidentiality statement, emphasizing that the documents may be secret to the public, but not to the legislators who will vote.
The opposition also opposes the development of the entire process within one day, arguing that this contradicts the Constitution and a decision of the Constitutional Court, according to which deputies cannot vote without having the necessary time to familiarize themselves with the acts, except in cases of justified urgency.
Bardhi emphasized that the Council of Ministers had approved the agreement in principle on June 19, 2026 and that there had been sufficient time to follow normal parliamentary procedures, calling the request for approval within the same day unjustified.
Despite the procedural debate, the opposition has stated that it supports in principle the agreement with the US and the strengthening of the strategic alliance with Washington, emphasizing that Albania must fulfill the obligations arising from NATO membership.
