A fierce debate took place today in the Parliamentary Committee for Education and Media, where a hearing was held with the institutions for the 2023 draft budget.
The reason for the debate was the non-participation in the session of Endri Fuga as the head of the Media and Information Agency, created at the end of 2021 by the government
Endri Fuga has served as a media advisor to Prime Minister Edi Rama for many years and was appointed by him as director of the agency, compared by freedom of expression organizations to a "propaganda ministry".
The opposition called Fuga's absence from the commission without an objective reason an insult to the Assembly and a violation of the regulation and demanded that the session be postponed. In his place, the deputy director of the agency, Besmir Gjokutaj, appeared, who said that he was the person responsible for the implementation of the budget.
"In any case, ministers and heads of institutions have come, Fuga has not given an objective reason in writing for not appearing," said deputy Ina Zhupa, adding that it is a matter of a considerable budget that is used for "government propaganda".
But, for the majority MPs, the opposition's arguments did not hold up and the session had to continue.
"It is not a reporting session with questions and answers, but a listening session for the budget," said Blerina Gjylameti.
During the presentation of the budget set by the government for the work of this agency, Gjokutaj said that the allocated sum of 117 million lek was sufficient for the salaries and insurances of its 69 employees and operating expenses.
Deputy Luciano Boçi asked the deputy director why this agency uses the taxes of Albanians to distribute live and on every communication channel the "insulting and vulgar" language of the prime minister towards the opposition of the media. According to Gjokutaj, the question was a political comment and he did not have the right to answer it.
The agency has a centralizing role for the public relations of the government, since its members include all the spokespersons of the ministries and all the institutions of the central government and employees of the Public Relations office of the prime minister.
