While the heads of the three states of the Western Balkans, namely Albania, Serbia and Macedonia, push forward the agenda of the "Open Balkans" initiative, Germany "revives" the Berlin Process and calls the next summit meeting to be held on November 3.

The event will be held in Berlin, on the initiative of the vice president of the European Investment Bank, Lilyana Pavlova, and will be chaired by German Chancellor Olaf Scholz. In addition to the leaders of the Western Balkans, high representatives of the United Kingdom, leaders of international financial institutions and regional organizations will also participate in the summit.

The agenda will have a special focus on energy security and green transition as well as the region's commitment to accelerate the implementation of the Green Agenda for the Western Balkans.

The summit will also address initiatives to increase the development of the Common Regional Market, announced within the Berlin Process in November 2020. An initiative that actually contradicts another similar initiative, announced by Prime Minister Edi Rama and the Serbian president Aleksandër Vučić in the framework of the "Open Balkans".

Prime Minister Edi Rama stated earlier that the Berlin Process and the Open Balkans are two initiatives that do not exclude each other.

The Berlin Process was launched in 2014 as a platform for all Western Balkan states (Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia) to accelerate closer alignment with the EU and deepen regional integration and cooperation as a key to economic growth and peace in the Western Balkans.

In this context, the Berlin Process focuses on areas such as infrastructure development, business, regional youth exchanges, science.

To date, the initiative has delivered tangible results for people in the region by accelerating the development of sustainable transport infrastructure, fostering the green transition and regional cooperation, which are an important milestone towards EU alignment and the ambitions of expansion.
