Kosovo businessman Behgjet Pacolli revealed for the first time the behind-the-scenes details of how he became involved in the construction of the Vlora Airport. In an interview for the show "Opinion", Pacolli also revealed a meeting that took place in the office of the Minister of Infrastructure, Belinda Balluku, in the presence of a representative of the Turkish company, which shows that the international tender for this concession was fictitious as the winners were predetermined.

Initially, Pacolli gave his version of how he learned about this investment.

"He (Valon Ademi) comes and presents the idea and tells me that this is a concession that has failed once in the past because investors did not see it as profitable, but according to him it could be interesting. He told me that he wanted to enter, but he did not have the opportunity because he did not have either the references or the financial capabilities. I have passed the documents to the company to review if it was of interest.

I haven't spoken to Rama, to anyone. I met Mrs. Balluku later. The company replied and said it was interested, so they provided the reference and bank documents. They told me that the documents were ready, but they told me that we were missing a management company because the concession contract also required this. We needed a management company after construction. My company in Switzerland contacted several companies, in France, in Germany... They stayed in touch with Munich Airport and they showed interest and were waiting for us to call them," Pacolli said.

Afterwards, a meeting was held with the Turks and Balluk in the latter's office, a meeting from which Pacolli remained dissatisfied with the way he was treated by the minister.

"At this time I receive a call from a person in Turkey, whom I had known earlier in Kazakhstan, a so-called Hyseni who tells me: "Mr. Behgjet, I am him" and I remember who he was. He told me that he had received a call from the Turkish Presidency to travel to Albania with two tasks. The first was to build a hospital and the second for an airport that they could be co-financiers. I say: "Why not. It is okay to do this".

I was then at an event in Kazakhstan where he was also and we talked. We left him to meet in Albania. I got a call from him afterwards and he told me that he had a meeting at the Ministry of Infrastructure in Albania and asked me if I could come too. And I went. It was a rainy day. I was a little late in traffic, but he was waiting for me in front of the door of the ministry. I met him at the bottom of the stairs and we went to the minister.

We went inside and he sat down opposite the minister. I stayed on the other side. I could only see the Turk's face and the minister's back the whole time. I realized that the minister proposed that he participate in this tender. She proposed that they be co-financiers. At one point I said to them: "You are making small talk. I am going. I am waiting for this friend of mine downstairs in the restaurant. I greet them and leave. To be honest, I was a little offended. It was the first time I went somewhere and someone did not consider me.

However, the Turk came to the restaurant and told me that he would take 60%. I said yes, but I would reassess whether it was worth entering into a minority in this investment or not. I spoke with the company and was convinced not to enter into this investment. Returning to Kosovo, the Turk calls me and tells me that I would have 60% and they 40%. However, the agreement was that Valon Ademi would take 2%, so in the end we agreed that I would have 58%, the Turks 40% and Valon Ademi 2% "- said Pacolli.
