Journalist Elton Qyno has revealed new details regarding SPAK's file against Deputy Prime Minister Belinda Balluku for the Llogara tunnel.
Invited to Syri TV, Qyno said that this investigation began with a surprise check on Berberi in February 2024, which was followed by his arrest in March of last year.
According to Qynos, the key point of the recent developments was a race against time on the part of SPAK. The criminal offense for which the officials were being investigated was at risk of being statute-barred on December 7, 2025.
This situation placed the prosecutor in the case, Dritan Prençi, face a critical dilemma: either let the file be closed due to deadlines and risk a charge of abuse of office himself, or take immediate action to communicate the charges and interrupt the statute of limitations.
The journalist states that under these conditions, SPAK chose to act quickly. Minister Balluku was urgently summoned to the Special Prosecution Office, where, in the presence of her lawyer, she was officially informed of the charges. Accompanied by her sister, the minister was familiarized with the indictment, signed it, but exercised her right not to provide immediate explanations.
She asked for time to familiarize herself with all the investigative documents before giving a full statement.
For Qynon, this course of action appears to be a consolidated strategy of SPAK to manage complex cases that are approaching the statute of limitations.
Qyno: So, this is an issue that has been going on since the period when a surprise check was carried out in February 2024 on the former director of the ARA, Mr. Evis Berberi. Then, a month later, this character was arrested by SPAK in March on charges related to three tender procedures, which SPAK has qualified as corrupt procedures, for which it has arrested not only Berberi, but also other officials. Meanwhile, due to the seizure of the phones, their expertise became necessary, where in September 2024, SPAK was acquainted with an expertise act carried out on four phones of Evis Berberi and then, by following the chronological flow of the conversations, it managed to penetrate precisely the communications that the two senior officials or two senior functionaries of the Ministry of Infrastructure but also of Energy, such as Belinda Balluku and other characters, i.e. other directors of this ministry who later served as members of the bid evaluation committee precisely in the tender for the selection of the winning companies for the Llogara tunnel.
What is already known and very little has been said is the fact that SPAK has kept the file within the final limits of the investigative deadline. I say this because on December 7, 2025, the criminal offense was statute-barred and if prosecutor Dritan Prençi had not acted, then this file would have exploded like a grenade in his hand and that undoubtedly should have resolved either Dritan Prençi's departure from office and constituted a criminal offense as abuse of office, or the legal-criminal position of Mrs. Belinda Balluku and other officials should have been anathematized and in order not to exceed the statute of limitations, because if we had an exceedance of December 7, undoubtedly every action carried out by the special prosecution and more specifically by prosecutor Dritan Prençi would be considered null, would have no effect and would have brought an extraordinary consequence in terms of filing the indictment but also in terms of the defense that would be made to the indictment at the trial stage.
And in the conditions of the time limit, it was acted upon so quickly and suddenly that the lady in question was summoned in the presence of her lawyer and informed of the charges. On the day she appeared at the special prosecutor's office, she was with her sister. She was familiarized with the indictment, she signed it and then she did not give, she refused to give explanations to the extent attributed to her, requesting the investigative acts and at the same time requesting that she have time to familiarize herself with the entire chronology of the investigations and then to give another statement. So, it is a strategy that SPAK has used, this type of investigation format, even in the case of Mr. Benet Beci, the mayor of Shkodra, who, in the conditions of exceeding the statute of limitations for a criminal offense such as corruption, SPAK acted with great urgency, communicated the accusation, then did not take any other action, whether it was an action to impose security measures, or even other investigative actions, doing only this.
