Most Germans reject Germany's leading military role in Europe. In addition, many fear that the Russian war against Ukraine will also spread to NATO countries.

German Defense Minister Christine Lambrecht said a while ago that Germany was obliged to play a global leadership role, including in the military sphere, and that now it should not be afraid of responsibility. But, according to a study by the Fritz Körber Foundation, the vast majority of Germans do not want this leading role of Germany in the military plan.

According to The Berlin Pulse survey commissioned by the Körber Foundation, a foundation of the Körber AG corporation, 60 percent of respondents support the government's current efforts to strengthen the German military. But two out of three, namely 68 percent, reject a leading military role for Germany in Europe.

Despite the changed world situation, around 52 percent of respondents still want Germany to be more reserved in the international arena. They prefer diplomatic engagement. This coincides with the recent ARD-Germany trend, according to which most Germans support greater diplomatic efforts by the federal government to end the war.

Transatlantic relations in the foreground

A change compared to previous surveys is observed in relations with the USA. 81 percent of respondents see the US as a partner for the defense of Europe. This is a much higher percentage than a year ago.

The perception of Russia, on the other hand, has worsened significantly – and continuously in recent years. According to the study, the real turn in the perception of Russia came from the moment Germany learned about the poisoning of the Kremlin opponent, Alexei Navalny, and from the time of mass protests in Belarus in 2020, some time before Putin attacked Ukraine.

Danger from Russia

Interestingly in the survey, 75 percent of respondents still see little or no military threat to Germany from Russia. However, they fear Russia's use of nuclear weapons in the Ukraine war and an expansion of the conflict in other Eastern European countries: More than two-thirds, or 69 percent, of respondents are worried that Putin could to use nuclear weapons. 80 percent of respondents are worried that the war could also involve the Baltic countries or Poland.

The "Pulse of Berlin" study addresses the most pressing current issues of foreign and security policy from various perspectives. A central component is a current opinion poll on the foreign policy positions of Germans. For the representative survey, Kantar Public surveyed 1,088 people living in Germany, aged 18 and over. The surveys were conducted in the period between August 2 and 11, 2022./ DW
