Telegram CEO Pavel Durov has been arrested by French police at Le Bourget airport north of Paris.

According to officials, the 39-year-old billionaire was arrested for violations related to the popular messaging app.

The investigation is said to be related to a lack of moderators, leading Durov to be accused of failing to take steps to curb criminal use of Telegram.

Durov was born in Russia and lives in Dubai. He has dual citizenship, that of the United Arab Emirates and France.

Telegram is especially popular in Russia, Ukraine and the states of the former Soviet Union.

The app was banned in Russia in 2018 after Durov refused to hand over user data. But the ban was lifted in 2021.

Telegram ranks as one of the leading social media platforms after Facebook, YouTube, WhatsApp, Instagram, TikTok and Wechat.

Durov founded Telegram in 2013 and left Russia in 2014.

Some Russian officials have condemned the businessman's arrest.
