Confusion for immigrants, "e-Albania" and CEC with separate platforms! (CEC opens the 2.1 million euro tender)

The vote of immigrants has brought the first " clashes " between state institutions.

The Central Election Commission on the one hand and " e-Albania " (AKSHI) on the other hand have focused on the identification of these voters, as both these institutions are working in parallel to build platforms.

They even spend millions of euros on identification systems, which can then be followed for the voting method.

Since these are the first elections where immigrants will have the right to vote, the CEC and ANKSI seem to be in chaos, or at least they act like that.

But it could be a scheme to fail this process, which gives voice and responsibility to hundreds of thousands of Albanians living outside the borders.

The vote of immigrants is expected to be a "bone of contention" between political forces, where even after the approval of the decision to give them the right to vote, there will still be debates.

As will be the tender recently opened by the Central Election Commission.

According to the documents provided by VoxNews , Celibashi has ordered the opening of the procurement procedure with the object, " the electronic platform for the registration of voters from abroad and its support services ".

A tender with a limited fund of 208,333,333 ALL, or about 2.1 million euros, and is expected to be announced in November.

It is about modules, data acquisition system, computer platform and services for creating programs for processing modules.

Meanwhile, the type of procedure is also doubtful, as the CEC has predicted that it will be " by negotiation, without notification ".

So, Celibashi will negotiate directly with the "preferred" firms to give them this tender, with a pretty high value.

A few days ago, the CEC approves the technical rules for the administration of the Electronic Registration Platform.

"The platform will be created, maintained and updated by the CEC and will be available and usable in both desktop and mobile versions, regardless of the type of device the voter will use. "PER" will have two main modules: the Registration Module and the Request Review Module, which will enable a secure and reliable process for managing registration requests," the announcement states.

Meanwhile, in parallel with the platforms of the CEC, the National Agency of the Information Society, through "e-Albania", has for some time opened the platform for declaring the address of Albanian citizens living outside the territory of the Republic of Albania.

"It enables Albanian citizens who have permanent residence outside the territory of the Republic of Albania to complete the self-declaration of their residential address with the correct data in the country where they live. The electronic self-declaration form can be completed by citizens to declare their personal address, or for members of the same family, in the case when they live in the same residence as the declarant" says "e-Albania".

So two different systems that have started to confuse immigrants. What should they do, log in to "e-Albania" and then register at the CEC?!
