ADFZH-DPSHTRR clash for the Formula 1 track in Elbasan, the 1.5 million euro tender is cancelled!

Two powerful institutions have clashed over the construction of the Formula 1 track in Elbasan.

For several months, the Albanian Development Fund and the General Directorate of Road Transport have allocated tens of millions of euros to prepare the ground for this dangerous initiative, where hundreds of millions of euros are expected to be spent from the tax.

But, since the institutions have been put "in line" to receive funds from the government, clashes have also begun, where the Municipality of Elbasan, the Development Fund or Transport have opened similar tenders for the same work.

According to the documents available to VoxNews, one of these procedures has been canceled, as " the project is being changed ".

A few days ago, Prime Minister Edi Rama declared that "we will be the first developing country to enter 'Formula 1'".

According to him, "we are in the last step before the signing and with God's help I believe it will happen". The Prime Minister declared that the track is not just a circuit for the race, it is a park where road safety will be at the heart of the activity, it will be a destination to educate people about road safety.

"With modules of training, education, entertainment, this is the moment that has made our project attractive and placed us in the first seat, since the requests to get Formula 1 are from everyone," he said.

But, this haste and haste of the government to engage all institutions has brought major clashes in the allocation of funds.

In fact, in a document published in APP, the abuse is also accepted. "Announcement of cancellation of the tender with the object 'the establishment of the supporting infrastructure in the function of the multi-functional complex for the development of different motorization sectors, Auto-Moto Park, in Elbasan Municipality Phase II: Construction of Tombino in the Function of Auto-Moto Park" .

The fund of this procedure was ALL 137,515,514 without VAT, with VAT the amount is over 1.5 million euros.

The Albanian Development Fund writes that the reasons for the cancellation are "since from the information received these days from the representatives of the Elbasan Municipality and the representatives of the DPSHTRR, it appears that the Auto-Moto Park is developing a procurement procedure and the DPSHTRR, which is in the final phase of the project implementation and according to them, some changes have been made in relation to the general plan of the system and its operation".

ADFZ writes that the Auto-Moto Park implementation project is being prepared by the international studio and has notified the beneficiaries of some changes that affect the construction of the 2*6*3 m reinforced concrete box type bins provided for in the procurement procedure.

"The changes proposed by the design studio result in changes in the section of the reinforced concrete box and in the quota with reference to the terrain of the car park. For this reason, the cancellation of the procurement procedure is required," this document states.

However, during the last years, the Albanian Development Fund has opened several tenders worth tens of millions of euros. Even the overlapping ones?!

The first ones were "the establishment of the supporting infrastructure in function of the multi-functional complex for the development of different motorization sectors, Auto-Moto Park, in Elbasan Municipality". It is about lot 2, "the protective embankment of the Shkumbin River".

With a limit fund of 759,108,248 ALL. The other was for the construction of roads with a fund of 547,562,825 ALL.

So, both tenders have a value of more than 13 billion old lek, or with VAT, about 13 million euros. In addition to the Fund, the Directorate of Road Transport has opened several tenders.
