In April of this year , the Agency for the Support of Local Self-Government was created , which aimed to inform public institutions, interest groups and citizens about local self-government issues.

Cliché sentences about the coordination of central and local public institutions for problems are written on the letters.

They even attribute the establishment of this agency to the increase of the municipalities' capacities for integration or even cooperation between them.

But, if what is needed is written in the regulations or instructions, completely different things are written in the procedures that are drawn up and tendered.

The Focused Purchasing Operator has opened a tender for promotional purchases for this Agency, where videos and animations are required to be produced.

In fact, the organization of events outside Tirana, with overnight stays and lunch and dinner, is also required.

All requests come when we enter the election year. Isn't it pure propaganda?!

VoxNews has provided the documents of this procedure, which has an object " services, promotional materials for the Agency for the Support of Local Self-Government ".

The limit fund is a full 164 thousand euros, while the deadline for its implementation is 14 months from the signing of the framework agreement.

The documents state that the deadline for the submission and opening of bids is December 5, 2024. VoxNews also browsed the accompanying documents to see what this Agency is looking for with this money.

5 testimonial videos with evidence are required for the promotion of good practices drawn up by the municipalities and distributed by the Local Self-Government Support Agency, which include field recordings to illustrate the activities performed.

Videos should be 2-3 minutes, with very good quality.

This Agency requires good sound and image quality, where the recording should be clean and professional, without extraneous noises.

"The written text must be present as a subtitle and include key information in Albanian and English, when necessary, and even a professional team with experience in video recording is needed.

In the documents, it is written that this Agency requires 5 presentation videos, for the promotion of the activities carried out by the Agency for the Support of Local Self-Government, where the assistance and support of the institution vis-à-vis the municipalities is evidenced.

Also required are 5 videos with animations, adapted for publication on social networks. Short videos that convey complex ideas in a short time while communicating the Agency's objectives, achievements, innovations and announcements. These videos should be 1-2 minutes.

Also required are 1500 logo business cards, design based business card printing, logo badges, 5000 leaflets or even 1500 logo folders. These files can be printing files, cliche or specific depending on the design. Also required daily agenda, 1500 simple blocks with logo, 200 postcards with logo.

However, the requests of this agency have not been completed. They are looking for a company to do the collections for them as well. An organizer is required for 10 meetings of the Consultative Council, where 6 meetings in Tirana and 4 meetings in other cities with a distance of 20-80 km and 2 meetings in other cities with a distance of 81-280 km from Tirana.

Hall reservation is required for 1/2 day, with a capacity of 60 - 80 people.

Hall speakers, projector or large central screen. Coffee, tea, water, cookies, cake for the participants. 10 more events are required to be held in Tirana.
